Repair and replacement of asphalt roof shingles, plywood sheathing, membrane roofing, aluminum gutters and downspouts and composite fascias and soffits at multiple buildings. EXAMINATION OF CONTRACT DOCUMENTS: Contract Documents may be examined Monday through Friday, except legal holidays, from 9:30 AM to 12:00 Noon and from 2:00 PM to 4:30 PM, prevailing time, at the office of the Architect at the address set forth above. No bid may be withdrawn for a period of sixty (60) days after the date set for opening except with express written approval by the Owner. SUBMISSION OF BIDS: The completed bid form and other items required shall be placed in sealed envelopes clearly marked with the Title of the Work and delivered prior to bid opening to the Owner at the above Address for Receiving Bids. Requests for additional funds by the Bidder during construction for work that could have been anticipated by a visual inspection of the existing conditions prior to the submission of a Bid will not be considered by the Owner. POST BID REVIEW Within seven (7) calendar days from the Bid Date, the Owner may require that the Bidder meet with the Architect to discuss their Bid Proposal and other issues regarding the award of the contract. The Bidder will be asked to confirm that their Bid Proposal does not contain any errors and will review the Base Bid as well as unit pricing. STATUTORY REQUIREMENTS: The requirements of New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25, et. seq.), Affirmative Action Act (N.J.S.A. 10:5-31, et. seq.), N.J.A.C. 17:27-1, et. seq., The Public Works Contractor Registration Act (P.L. 1999, c. 238), New Jersey Business Registration (N.J.S.A. 52:32-44) and all other applicable laws shall be fulfilled. OWNER'S DISCLAIMER/ OWNER'S DISCRETION TO ACCEPT OR REJECT BIDS: The Owner assumes no responsibility, whatsoever, in connection with any defects arising out of the Bidding Documents or the receipt or failure to receive Bids, including those which may arise from delay for any reason in obtaining or submitting the Bidding Documents including but not limited to, traffic delay, messengering, mislabeling, misdirections from any source, misdelivery or otherwise. TIME FOR MAKING AWARDS, DEPOSITS RETURNED: The Owner will award the contract or reject all bids within sixty (60) days of receipt, except that the bids of any bidders who consent thereto may, at the request of the Owner, be held for consideration for such longer period as may be agreed. All bid security except the security of the three apparent lowest responsible bidders shall, if requested, be returned after ten (10) days from the opening of the bids, Sundays and holidays excepted and the bids of such bidders shall be considered as withdrawn. Within three (3) days after the award of the contract and the approval of the contractors performance bond , the bid security of the remaining unsuccessful bidders shall be returned to them forthwith, Sundays and holidays excepted. REJECTION OF BIDS: The right is reserved by the Owner to reject any or all bids or to waive any immaterial defect or informality in any bid, if deemed in the best interest of the Owner. Any Bid which does not fulfill the material requirements of the Bidding Documents will be rejected. When it is in its best interest to do so, the Owner may award the Contract in whole or in part, select any combination of bids, or may waive any informalities in or reject any or all bids.
