The United States Department of Agriculture (USDA) Farm Production and Conservation - Acquisition and Procurement Division intends to issue and Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the EWP Streambank Stabilization - 4 Sites - City of Hattiesburg, Forrest County, Mississippi The work consists of installing bank stabilization measures on designated slopes with concrete lined ditches. The major items of work include clearing and grubbing, pollution control, protective cover, removal of water, excavation, earthfill, diversions, loose rock riprap, concrete grout for rock riprap, and channel excavation. This is an Emergency Watershed Protection streambank stabilization project on four sites located within the City of Hattiesburg, Forrest County, Mississippi. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. The full solicitation package including construction drawings, specifications, bid schedule, construction wage determination and information on site visit will be posted and available from this website on or about March 22, 2022. A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 10 calendar days of award of the contract. The anticipated period of performance for this project is 206 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $1,000,000 and $5,000,000. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $39.5M. A virtual site showing is planned for March 31, 2022 at 10:00 a.m. central time. Details will be included with the solicitation package.
