No bid can be received or considered unless accompanied by a certified check equal to five percent (5%) of the bid, or a bid bond in equal amount payable to the City as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within ten (10) days from the date of the lowest responsible bidder's bid is accepted. In case the bidder fails to file such contract and bond within the time set by the City, the check or bid bond shall be forfeited to the City as liquidated damages. Miscellaneous items that are required to complete the work, but are not included as items on the proposal shall be considered an integral part of the contract and the cost of such items shall be included in the unit price bid for other items of work
