Project Description This Request for Qualifications (RFQ) is to obtain Planning services for the development of a facility master plan at the Lebanon Correctional Institution (LECI) in Warren County, Ohio. The Ohio Department of Rehabilitation and Correction's (ODRC) facility houses more than 1,600 offenders with the majority of these offenders being Level 3 offenders. The facility began operations as a State adult correctional facility in 1960. Many of the buildings were constructed in the late 1950s. It is situated on approximately 1,900 acres, with 33 of these acres confined within the campus' secure perimeter. The facility does not have buildings currently listed on the National Register of Historic Places. ODRC desires to create a long-range plan for how to manage and support the facility in a manner that best fits the needs of the staff and offenders while also incorporating the initiatives and recommendations provided in the 2015 Strategic Capital Master Plan (SCMP). The long-range plans should also take into consideration the historic architecture and/or archaeology of the site and buildings currently registered on the National Register of Historic Places. Portions of the facility's history was documented as part of a 2019 Multiple Properties Documentation report that was reviewed by Ohio Historic Preservation Office (OHPO) and has been filed with the National Park Service. As potentially historic properties and per ORC requirements, the OHPO may review facility recommendations, including recommendations for demolition or extensive alterations of buildings and for potential impacts to archaeological sites. The method of contractor selection has not been determined at this time.
