The Colorado Department of Education (CDE) is soliciting proposals from firms to provide services for the design and installation of a photovoltaic (PV) array at the Colorado Talking Book Library (CTBL), located at 180 Sheridan Boulevard, Denver, Colorado 80226. CDE has identified a maximum budget of $315,000 available to complete this project. CTBL plans to own the system. In order to satisfy the requirements of Governor Polis's Executive Order D 2019-016 to increase the renewable electricity consumed or purchased at a state facility, this RFP is being issued for the design and construction of a roof-mounted photovoltaic system to be installed on CTBL's building. The system will be fully grid connected as part of Xcel's Solar Rewards Program. The building has a roof of approximately 25,805 square feet which was replaced in 2020. This project aims to generate up to 120% of CTBL's existing electrical utility load (133,304 kWh in 2019, which was estimated to be a system of approximately 90 kW-DC) within the stated maximum budget and within Xcel's Solar Rewards Program requirements. CDE intends to select a Design/Build entity who will design, manage, and construct the project as described in this RFP. The selected vendor will be required to provide turnkey planning, design, engineering, labor, materials, permits, delivery, installation, commissioning, and a detailed operations and maintenance (O&M) plan for the solar PV system. The process to be used in the selection of the firm is comprised of two steps: STEP I is the Prequalification Submittal as described in Section II. STEP II is the Oral Interview/Cost Proposal submission as described in Section III. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with Design/Build Contracting will evaluate responses to this RFP for both Steps. Upon completion of the evaluation of the Prequalification Submittal, a limited number of firms will be invited to the oral interviews. Cost Proposals will be requested only from those firms who are interviewed and are to be submitted as instructed by CDE. Both qualifications and cost will be considered in the final ranking of firms, with qualifications given 40% of the value of the weighted criteria and the sealed Cost Proposal given 60%.
