Site work and paving for a road / highway in Roselle, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Sealed proposals will be received by the Borough of Roselle, Union County, New Jersey (the "Owner") for 2022 ANNUAL ROADWAY RESURFACING project and be opened and read in public at the Borough of Roselle, Municipal Building, 210 Chestnut Street, Roselle, NJ 07203 on Thursday, March 31, 2022, 5:30 PM prevailing time and follow the "New Emergency Regulations: Remote Public Meetings Held During a Declared Emergency", found within Local Finance Notice (LFN) 2020-21. In lieu of a traditional bid opening at the Municipal Building open to the public, the following procedure will be followed, consistent with LFN 2020-21: A. Bids are due on or before Thursday, March 31, 2022. B. In-person attendance at the bid opening is prohibited; C. The Project consists of one (1) Base Bid and one (1) Alternate Bid. The Base Bid includes milling and paving of various roads in the Borough of Roselle. Work shall also include construction of accessible curb ramps, full depth pavement repair, concrete curb replacement, upgrading inlets with bicycle safe grates and eco curb pieces and all other improvements depicted within the contract documents. The Alternate Bid consists of work of the same scope as the Base Bid and additionally concrete profile milling. All work on this contract must be completed within sixty (60) calendar days from issuance of a Notice to Proceed. Otherwise, paper copies will be sent via USPS. The Contract Documents will be available during business hours beginning on Thursday, March 10, 2022. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2.
