Site work for a water / sewer project in Denver, Colorado. Conceptual plans call for site work for a water / sewer project.

The primary objectives of this Project are to evaluate the Hydrology and Hydrologic Hazard of the Lake Christine Dam using the latest Rules and to evaluate the seepage and slope instability at the eastern hillside of the dam abutment and design a remediation plan sufficient for the SEO to remove the storage restriction, if required. The existing hydrologic data at the Lake Christine Dam is out-of-date and no longer accurately represents the capacities, risks of the structure (and drainage basin), and downstream hazards. The Consultant will complete the hydrology and hydrologic hazard evaluations to provide CPW an understanding of the current capacities and risks of the structure. The consultant will evaluate the existing seepage and stability conditions at the dam abutment and develop an understanding of the concerns and risks to continued operation. If construction is determined to be required as a remediation method, the selected Consultant will work with CPW and the SEO to develop an economical design that addresses the existing concerns and reduces the likelihood of similar long-term issues. The primary anticipated tasks for this project are included below. Please note that this list is not intended to be comprehensive, and a final Scope of Work will be determined once the Consultant has been selected and contract negotiations commence. All work must conform to the Rules as most recently amended and associated SEO guidance documents pertinent to the Tasks being performed as part of this Scope of Work. Deviations from the Rules are subject to approval by the SEO and CPW. A dam safety engineering inspection was completed in October 2021 that documented dam safety concerns that include the following: Eastern hillside seepage and instability should be evaluated and a path forward developed Spillway adequacy should be assessed in accordance with the Rules (the EIR indicated that DWR may undertake this task, but CPW is going to pursue it) CPW currently maintains the reservoir below the spillway to conform with the SEO storage restriction. This Project will require the selected Consultant to complete two main components of the scope of work: 1. Hydrology and hydrologic hazard evaluations that conform to the current SEO Rules; and 2. An abutment seepage evaluation including design of stability remediation actions, if required. Both components of the project must gain acceptance by the SEO. It is anticipated that the selected Consultant will begin work on this Project in the summer of 2022. Evaluations will need to be performed to determine the appropriate course of action to resume safe operation of the reservoir at normal pool. If evaluations indicate that construction will be required for safe operation of the reservoir at normal pool, CPW will pursue a construction project. CPW does not have a target date when construction would begin, as a start date will depend on the scope of the required construction effort.
