Site work, paving and renovation of a mixed-use development in New York, New York. Design plans call for the renovation of a playground / park / athletic field.

The Roosevelt Island Operating Corporation is currently seeking design services from qualified design firms for a project consisting of the renovation of the Blackwell Park. The Blackwell Park was originally constructed over four decades ago and is in need of programmatic upgrades. Blackwell Park, located at the intersection of West Road and Main Street is a popular and highly utilized open space on Roosevelt Island. As the island continues to develop, the need for public parks with amenities has increased. This increased need requires expansion of existing playground spaces within Blackwell Park. The East Parcel of Blackwell Park needs improvement including upgrades to meet current safety and ADA code requirements, as well as, upgrade of utility and drainage systems, the pergola area, plaza pavement and fountain, water play area, basketball courts, hardscape, and landscape areas throughout. RIOC is seeking the Services for a contract term of 14 months for Design and Construction Administration. RIOC reserves the right to either extend or reduce the length of the contract terms based on the hourly rates provided in consultant's proposal. 1. Design firms shall review any available existing documents. 2. Perform one (1) design kick-off meeting on-site to review and analyze existing conditions as well as discuss overall project scope and needs. 3. Provide all disciplines necessary for complete design of the project. 4. Designer shall coordinate with appropriate regulatory agencies for all filing and permits. 5. Designer shall provide detailed input of design schedule to RIOC CPP/LiRo for overall incorporation into master schedule. 6. Designer shall be responsible to upload all drawings and specifications for the project to RIOC provided Procore. Drawings uploaded should include both a copy of the entire drawing set (as one file) and then a copy of each individual drawing sheet (as its own file). Specifications should be uploaded per volume (as its own file) as well as per specification section (as its own file). 7. Designer shall assist RIOC CPP/LiRo in the evaluation of long lead times. 8. Designer shall include sufficient site visits and meetings to complete design work. 9. Designer shall include any and all survey work required for completion of project. 10. Designer shall satisfy all Federal and State codes including plan submission to all regulatory agencies for review or exemption. The Design Professional will coordinate and be the main contact to life safety, energy, and all other applicable codes. All special inspections must be documented and identified in the final CD set title sheet. 11. Designer shall provide electronic documents, supplemental instructions, and proposal requests in PDF and CAD. 12. Designer shall provide two (2) master plan concepts for RIOC and community approval prior to proceeding with the schematic design phase. 13. Designer shall provide renderings for community meetings. Renderings shall include: one (1) rendered Master plan view, three (3) 3-dimensional renderings showcasing key programmatic areas of the park. 14. Design review will be conducted at a. 75% schematic design with estimate, b. 50% design development, c. 100% design development with estimate and an outline of the specifications, d. 75% construction documents and e. 100% construction documents with full specifications, estimate, list of log lead items and matrix identifying agency permits and responsible parties. As of June 10, 2022, the design firm has been selected; however, further information regarding design completion and firm construction timelines have not been released.
