Demolition, site work, renovation and addition to a mixed-use development in Des Moines, Iowa. Working plans call for the addition of a 11,955-square-foot medical facility; for the renovation of a 2,000-square-foot medical facility; for the demolition of a medical facility; and for site work for a medical facility.
Request For Proposal (RFP) 36C77622R0140 for the Construct Sterile Processing Service Addition at the Des Moines, Veterans Affairs Medical Center is hereby cancelled in its entirety. This cancellation is the result of receiving pricing that does not allow for an award to be made within the $20M minor project threshold. The VA will be issuing a new solicitation for this project in the future (timeframe to be determined after working with the AE on the project requirements). This project will provide construction of critical space that negatively impacts infection control and patient safety. This project constructs an addition to the existing building that will provide the requirements needed to meet infection control measures and provide for improved patient safety. The new sterile processing addition and NFS dock renovations will require 11,500 square feet of new construction and 1,500 square feet of renovation of an existing building. The construction will include architectural, structural, mechanical, civil/site work, fire protection and detection, plumbing, electrical, low voltage data & security telecommunications, hospital systems and devices, any specialized equipment/utilities, and site modifications in accordance with the drawings and specifications provided. The project scope will provide construction related services including labor, materials and equipment required to complete the project as per contract documents prepared by an independent Architect-Engineer firm. The completed construction of the sterile processing addition and NFS dock renovations will satisfy all requirements assuring compliance with all applicable local, state, and VA/federal codes and guidelines. In accordance with 38 U.S.C. 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The contractor shall provide all tools, equipment, materials, labor, supervision, personnel, and shall do all things necessary that will result in the completion of the "Construct Sterile Processing Service Addition" construction project, in accordance with the attached Specifications and Drawings. The project is located at the: Des Moines VA Medical Center 3600 30th Street Des Moines, IA 50310 VAAR Magnitude of Construction: $10,000,000 to $20,000,000 SDVOSB SET-ASIDE: This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. All Service-Disabled Veteran-Owned Small Businesses must be listed as "verified" by the VA's Center for Veterans Enterprises (CVE) Offerors must be verified by CVE and visible in the Vendor Information Pages (VIP) database at TIME OF SUBMISSION OF PROPOSALS AND TIME OF AWARD. Failure to be BOTH visible and verified at the time of proposal submission and time of award will result in the offeror's proposal being deemed unacceptable and ineligible for award. 2.4 TECHNICAL QUESTIONS: Questions of a technical nature must be provided in writing and shall be submitted by the prospective offerors to Christopher Yong. Questions shall be submitted only via e-mail to: christopher.yong@va.gov. The subject line must read: Construct Sterile Processing Service Addition - Des Moines - Technical Questions. Oral questions of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS September 2, 2022 at 1:00 PM ET. *The VA recognizes that this is a large project and there may be technical questions submitted after deadline, but the VA does not guarantee that late questions will be answered. Please submit questions as soon as possible, to ensure the most accurate answers from the VA. **If possible, the prime GCs should try to submit all the questions from their team. This will help the VA better coordinate for the site visit, as the room capacity is limited. NOTE: Contractor shall be responsible for attending the Pre-Proposal Site Visit prior to submissions in order to verify all existing conditions and take any necessary measurements required to adequately propose on the project. If the Contractor chooses not to attend the PreProposal Site Visit, the Contractor may submit their proposal at their own risk. *The value for this project is based on a financial range.
