Site work and paving for a mixed-use development in Redding, California. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Redding Public Works Department is soliciting proposals to provide professional engineering services to prepare construction contract documents for the Victor Avenue and Cypress Avenue Active Transportation (VCAT) Project. It is the intent of the City to hire a qualified consultant who can provide engineering and environmental services culminating in contract documents including plans, specifications, and construction cost estimates, complete and ready for invitations for bid. Victor Avenue and Cypress Avenue--two major arterial streets in an urban and very lowincome area of Redding - each have little to no pedestrian and bicycle facilities. This results in a very dangerous and uncomfortable experience for pedestrians and bicyclists in the community as they attempt to reach critical destinations, including job centers and schools. Victor Avenue and Cypress Avenue both have sidewalk and bicycle lane gaps, inadequate shoulders, and dangerous intersections. These streets regularly consist of heavy traffic flow, moving at a high rate of speed (averaging 46 mph on Victor Avenue), which creates an uncomfortable active transportation experience which in turn deters potential active transportation users. The project was identified by local and regional Active Transportation Program (ATP) plans as a high-priority and strategic corridor to create safe and accessible connections in a community suffering from high rates of pedestrian- and bicycle-involved collisions.The project location is located within, and directly benefiting, two disadvantaged communities. Improvements will provide direct access to two elementary schools, a regional park, and commercial job centers. The project will also provide connectivity to destinations from residential neighborhoods to grocery stores, banks, post office, and other shopping centers, in addition to providing non-motorized users access to these locations and other high-density employment opportunities. Total project costs for the Victor Avenue and Cypress Avenue Active Transportation Project is estimated to be in the $10 million dollar range including design, environmental clearance and permitting, construction including contingencies, and construction management. The successful consultant must be aware of the financing limitations and be able to provide a clear plan for delivering bid awards that meet the project goals for safety and function within the aforementioned budget constraints.
