The design shall not exclusively include traditional hardened armoring of the riverbank to diminish the erosion along the campground and shall focus on non-traditional methods to alleviate erosive pressures located along the campground's bank. The design shall also comply with the attached Programmatic to minimize the magnitude and duration of short-term adverse effects on ESA listed species and critical habitat, and to avoid a chance of long-term adverse effects. The Contractor is responsible for performing a site survey of the riverbank and channel along the Cottonwood Campground. The work covered by this contract includes furnishing all labor, supplies, materials, equipment, and incidentals necessary to complete this requirement as per the accompanying specifications and attachments. The period of performance for this requirement 365 calendar days after notice to proceed. The BLM expects to issue a Total Small Business Set-Aside competitive design-build solicitation in April 2022. The BLM anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237990, "Other Heavy and Civil Engineering Construction." All materials must be in accordance with the Buy American Act. This acquisition will use two-phase design-build selection procedures in accordance with FAR 36.3. A Request for Proposal (RFP) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments.
