Pursuant to Texas Government Code Section 2165.001, Custodianship of State Property, and Section 2156.121, Use of Competitive Sealed Proposals, the Texas Facilities Commission is requesting responses to this Request for Proposal for the provision of Fire Damper Inspections in various facilities managed by the Texas Facilities Commission located in Austin, Texas. Purpose: To comply with National Fire Protection Association (NFPA) 1, 90A; 5.4.7, NFPA 80, and NFPA 105 requiring inspection, maintenance, and repair of Fire and Smoke Dampers. Deadline for Submission of Questions: 03/30/22, 12:00 PM Provide all materials, equipment, labor, coordination and supervisory activities necessary to Inspect, Test, Service and correct deficiencies for Fire Dampers and Smoke Dampers. 1. All parts must be new, factory-sealed and include all product information. Used or refurbished parts will not be accepted by TFC. 2. Work shall be performed by certified technicians. Verification of certification will be included with the Proposals. 3. Material and labor on service shall be warranted by Contractor for a period of one-year from the date of acceptance of work by TFC. 4. To minimize the disruptions to the operations of each building, TFC anticipates the majority of work shall be performed outside regular business hours or on weekends. Regular business hours are 7:30 AM - 5:30 PM, Monday through Friday. Service in public areas or vacated areas may be performed during regular business hours. Work that will disturb those working must be done outside of regular hours. 5. The Contractor shall ensure proper signage is always posted in work areas when conducting services. 6. Contractor shall ensure all tools and equipment are always secured. 7. Tools and equipment shall be removed from open areas or stored in secured location during breaks, lunch, and/or at the end of each workday. 8. Jobsite must be cleaned daily so as not to disrupt employees or normal operations of affected area. 9. Upon completion of the work, area will be cleaned, and all debris accumulated will be removed from job site. 1. When working above ceiling, drop cloths or other methods must be used to protect areas below from dust and debris. Vacuum of the area must be done before moving to next location. INSPECTION AND TESTING SHALL INCLUDE: 1. Locate and Operate/activate all fire dampers and smoke dampers within the Facility. Otherwise identify as inoperable or inaccessible. 2. Manually activate Actuators to ensure they are fully operational 3. Remove and reset the fusible link to verify the dampers fully open and close. 4. Replace fusible links that are compromised per NFPA Code 5. Clear each damper of any debris that would impede normal operation. 6. Check for evidence of rusted, bent, misaligned, damaged frame or blades, defective hinges or other moving parts that might interfere with proper damper operation. 7. Identify and notify Contract Manager of any dampers that require installation of access panel to test damper. Prior approval from Contract Manager required before installation of access panel. 8. Corrective Actions for deficient dampers: Identify and notify Contract Manager of required repairs for proper operation of damper. Prior approval from Contract Manager required before performing any repairs. 9. Lubricate all moving parts of the damper 1. Check for latches if present, ensure proper operation of latch and correct any deficiencies (if present) INSPECTION TESTING REPORT: Upon completion of Inspection services, Contractor is required to submit the report electronically and as hard copies and the reports must indicate the following: 1. Listing of location of each damper by floor and room number (if applicable) 2. Location of damper marked on floor plan 3. Damper identifying number 4. Date of inspection and testing 5. Was the damper tested successfully 'Passed or Failed' 6. If the damper failed, must provide detailed explanation of the deficiencies 7. Detailed Corrective actions taken or needed. INACCESSSIBLE DAMPERS: If Dampers are found inaccessible, Contractor must provide a list of such damper locations and detailed recommended actions for access. EXISTING DRAWINGS: Existing drawings will be made available to the awarded vendor. TFC has drawings for the buildings highlighted on Attachment D - Compensation and Fees. Contractor will be responsible to locate dampers in buildings without drawings.
