The City of Visalia has New Engineering Standard Specifications, Construction Specifications, Bidding Documents, Engineering Design & Improvement Standards, Landscape Standard Specifications, and Landscape Standard Plans. The Bidder shall thoroughly review all documents prior to submitting a bid. This project is subject to Title 49 CFR 26.13 (b): The contractor shall carry out applicable requirements of 49 CFR 26 in the award and administration of DOT-assisted contracts for Disadvantaged Business Enterprise (DBE). The agency may consider the DBE commitments of the 2nd and 3rd bidders when determining whether the low bidder made good faith efforts to meet the DBE Goal. The DBE Contract goal is 18.00 percent. DBE goal percentage shall be calculated based on the total amount awarded.
