Site work and paving for a transportation facility in Kimball, Nebraska. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

Each proposal must be accompa-nied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to the Kimball Airport Au-thority. Bids may be held by the Kimball Airport Authority for a period not to exceed 120 Calendar Days from the date of the bid opening for the pur-pose of evaluating bids prior to award of contract. The right is reserved, as the Kim-ball Airport Authority may require, to reject any and all bids and to waive any informality in the bids received. This project is subject to the re-quirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provi-sions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. The Airport Authority of the Coun-ty of Scotts Bluff, in accordance with the provisions of Title VI of the Civ-il Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively en-sure that any contract entered into pursuant to this advertisement, dis-advantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this in-vitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Notice of Non-segregated Facilities Requirement: Notice to Prospective Federally Assisted Construction Con-tractors 1. A Certification of Non-seg-regated Facilities shall be submitted prior to the award of a federally-as-sisted construction contract exceed- ing $10,000 which is not exempt from the provisions of the Equal Opportuni-ty Clause. 2. Contractors receiving fed-erally-assisted construction contract awards exceeding $10,000 which are not exempt from the provisions of the Equal Opportunity Clause will be re-quired to provide for the forwarding of the following notice to prospective subcontractors for supplies and con-struction contracts where the subcon-tracts exceed $10,000 and are not ex-empt from the provisions of the Equal Opportunity Clause. 3. The penalty for making false statements in offers is pre-scribed in 18 U.S.C. 1001. Notice to Prospective Subcontrac-tors of Requirements for Certification of Non-Segregated Facilities: 1. A Certification of Non-seg-regated Facilities shall be submitted prior to the award of a subcontract exceeding $10,000, which is not ex-empt from the provisions of the Equal Opportunity Clause. 2. Contractors receiving sub-contract awards exceeding $10,000 which are not exempt from the provi-sions of the Equal Opportunity Clause will be required to provide for the for-warding of this notice to prospective subcontractors for supplies and con-struction contracts where the subcon-tracts exceed $10,000 and are not ex-empt from the provisions of the Equal Opportunity Clause. 3. Certification of Non-segregated Fa-cilities: The federally-assisted construction contractor certifies that she or he does not maintain or provide, for his employees, any segregated facilities at any of his establishments and that she or he does not permit his employ- ees to perform their services at any location, under his control, where segregated This project is subject to the re-quirements of 49 CFR Part 26 Disad-vantaged Business Enterprise Partici-pation. The owner has established a contract goal of 2.87 percent par-ticipation for small business concerns owned and controlled by qualified disadvantaged business enterpris-es (DBE). The bidder shall make and document good faith efforts, as de-fined in Appendix A of 49 CFR Part 26, to meet the established goal.
