The County of Bucks is contracting for trash removal and recycling at several sites in the Upper Bucks area. The intent of this quote is to contract for the removal and disposal of trash for six locations and for recycling at one location. This unit cost contract shall start on or about June 1, 2022, will run for one year and includes the option to extend the contract up to three additional months to prevent a lapse in coverage. The total cost of the contract, including any extensions, cannot exceed the bid threshold. The quantities shown below are the facility's estimated usage for the initial contract period. The County reserves the right to increase or decrease quantities according to actual usage and does not guarantee orders for any specific amounts. Any award from this quote will be made to the lowest responsive, responsible vendor for the total cost of all locations. Pick-up is to occur on the same day each week, Monday through Thursday, between the hours of 7:00 a.m. and 4:00 p.m. Pickups may be made on a County Holiday, so long as it is not a Friday, Saturday or Sunday. (County Holiday Schedule Provided). If a pickup is not made due to a holiday, the pickup should be made the following day, and the department should be advised of the change. Failure to comply with this schedule, without good cause and without notification to the facility or department contact, will result in the County charging the contractor $100.00 as a damage assessment for each occurrence. The contractor should establish a routine time schedule for collection to allow supervisory personnel to periodically monitor collection operations. Quotes on forms other than what is provided herewith will be rejected. The County will neither review nor consider signing any additional documentation requested by the successful Vendor. Vendors who are working from a quote package obtained from any source other than PennBid may be working from an incomplete set of documents. The County assumes no responsibility for a quote's errors, omissions, or misinterpretations resulting from a vendor's use of an incomplete quote package. Any questions and / or clarifications shall be directed to PennBid up to four business days before the due date. Addendums will be issued as needed to address questions / clarifications received; the final addendum will be issued by 5:00 pm two business days prior to the due date. The County is exempt from Federal Excise Taxes and Pennsylvania Sales Taxes (except for construction), as a political subdivision of the Commonwealth of Pennsylvania. Prices shown in the quote shall exclude such Federal and State Tax amounts. A PA Tax Exempt Certificate will be provided to the successful vendor upon request. The contractor will provide quarterly reports with quarterly and year-to-date totals, within seven days of the end of each quarter. These reports must state the amount of refuse collected from each area and location, by type, and the tons collected and marketed from each area and location. The report shall be of the type and form as identified in Act 101. The report shall be submitted by e-mail, without additional charge, to Parks and Recreation: Jodi Reimold - jmreimold@buckscounty.org and Health Department: Beth Zsak - bazsak@buckscounty.org The General Services Department shall communicate the safety rules and regulations for outside contractors to the contractor or his representative prior to the beginning of work and inform the contractor that violation of these rules and regulations by the contractor may be grounds for cancellation of the contract by the County Commissioners or the Chief Operating Officer. The County of Bucks reserves the right to reject any and all quotes and also reserves the right to waive any informality in the quotes received.
