Community Development Block Grant (CDBG) Program HOME Investment Partnership Program (HOME) for the period of July 1, 2022, through June 30, 2023 (Year 48) Proposals received after the deadline (12:00 pm on 4/11/2022) will not be accepted. All proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4. The City of Elizabeth, Department of Planning & Community Development, is hereby requesting proposals from municipal, nonprofits, and other eligible public and private entities for participation in the Community Development Block Grant (CDBG) program and the HOME Investment Partnership (HOME) programs of the U.S. Department of Housing and Urban Development (HUD) for the period of July 1, 2022, through June 30, 2023 (Year 48). The City anticipates receiving nearly $2,500,000 from the U.S. Department of Housing & Urban Development (HUD). Approximately $1,600,000 for CDBG and approximately $900,000 for HOME. The CDBG Funds will be used for a wide range of activities directed toward neighborhood revitalization, economic development, and improved community facilities and public services. All activities must benefit very low to low-income persons, aid in the prevention or elimination of slums or blight or meet other community development needs that present a serious and immediate threat to the health or welfare of the community. The RFP is part of the HUD Consolidated Plan process and will result in the submission to HUD of a one-year action plan, which will include funding requests under the CDBG & HOME programs. A variety of topics will be discussed including: 2022 municipal priorities, overview of the Community Development Block Grant Program (CDBG), and/or the HOME program. We will review the program parameters, application forms, evaluation criteria, award/denial timetables, etc. Individual Technical Assistance will be provided by appointment only, weekdays from March 18th - March 28th, during the hours of 9:00 a.m. 2:00 p.m. to review application forms, program restrictions, and evaluation criteria for each program. The method of contractor selection has not been determined at this time.
