The project includes: Application of approximately 29,487 square yards of 3/8" No. 8 asphalt chip seal in travel lanes and approximately 41,095 square yards of fog seal on entire asphalt paved surface of Holcomb Boulevard, from Redland Road to Swan Avenue, and Washington Street from the Highway 213 overpass to the Amtrak station entrance located at 1757 Washington Street, including street preparation, material delivery, material application, final clean-up, and striping and thermoplastic removal and replacement. Solicitation documents may be obtained from the Citys online plan center free of charge. Solicitation documents may be obtained by creating a new user account and registering for the project. General information including the plan holder list is available to the public without registering. Addenda, clarifications, and notices will be distributed through the Citys online planholder system. Potential bidders are responsible for ensuring contact information is registered correctly and that email updates are being received and not being sent to spam folders. It is in the best interest of potential bidders to check the website periodically to ensure all updates are received. The City is not responsible for failure of bidders to receive notifications of changes or corrections made by the City and posted as stated above. No bid will be received or considered unless the bid contains a statement by the bidder, as part of their bid, that the provisions of ORS 279C.840 or 40 U.S.C. 276a shall be complied with, a statement as to resident bidder status, and whether the bidder is licensed under ORS 468A.720 (no asbestos removal is contemplated for this project). Prior to submission of its bid, the bidder shall be registered with the Oregon Construction Contractor's Board, and thereafter comply with the requirements of ORS 701.005 to 701.137. The successful bidder will also be required to furnish a statutory public works bond in the amount of thirty thousand dollars ($30,000.00). Evidence of workers' compensation insurance will be required before the work shall commence. The City will investigate and determine the qualifications of the apparent low bidder prior to awarding the contract. The City reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject all bids, if it is in the public interest to do so.
