The City of Solana Beach is seeking proposals from qualified professionals experienced in providing sewer and storm drain maintenance services and video inspections. Pursuant to Solana Beach Municipal Code 3.08.120, the City reserves the right to reject any and all proposals and to waive any irregularities or informalities in proposals received. All proposals must include the price for the facility inspections in numerical figures as well as narrative format. Individuals Proposing If an individual or the individual owner of a privately held business proffers the proposal, the individual/owner's name and current street address must be provided on the proposal. Proposals on Behalf of a Partnership If the proposal is made on behalf of a firm or partnership, the company name and/or general partner's name must be provided on the proposal form along with the street address of the business. Proposals on Behalf of Corporation If the proposal is made on behalf of a corporation, the proposal must include the State under the laws of which the corporation was incorporated, and the name, titles, and business addresses of the president, secretary, and treasurer of the corporation. Pursuant to Solana Beach Municipal Code 3.08.120, the City reserves the right to award the contract to the most qualified individual, partnership or corporation submitting a proposal based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required as well as the cost of the service. The award, if made, will be made based upon the suitability of the services offered and price as determined by the City Engineer, City Manager and/or City Council by an individual, partnership or corporation. Contractor shall pay employees in accordance with California State Labor Code, Department of Industrial Relations, and/or California Code of Regulations, "prevailing wage," for position classifications that require prevailing wage compensation. When Contractor is required to pay prevailing wage compensation (as prescribed by the California Labor Code for San Diego County), Contractor shall submit certified payroll records with each invoice submitted for payment. 1. Contractor must possess a State of California Class A General Engineering Contractor's License. 2. Background: Provide a description of your firm's background and qualifications to perform the various items of work included in the request for proposals and associated scope of work. 3. Firm's Experience: Provide a list of similar projects and clients that your firm has completed on behalf of similarly situated clients (local agencies) in the past 5 years. Include the name of the local agency and a contact for each project. 4. Staff's Experience: Provide resumes describing the qualifications of the staff who will be working on this project. Provide a list of similar projects and clients that your proposed Project Manager has completed work for in the past 5 years. 5. Sub-consultant's Experience: Provide a list of all proposed sub-consultants, their background and qualifications, and degree of involvement. 6. Project Understanding: Provide a brief statement of your firm's understanding of the project and a list of the project's critical element(s). 7. Fee Schedule: Include a unit price for each inspection. One lump sum proposal will not be accepted. Also include a current fee schedule that indicates the standard fees for the various positions in the firm. 8. Contractor must provide certificate of compliance from the California Air Resource Board. 9. Comments regarding the professional services agreement, if any. Enclosed are three exhibits to the Request for Proposals. Exhibit A is a Preliminary Scope of Work with a map of the city-wide sewer system and a list of the city's hot spots for your consideration. Exhibit B is the Proposal with the unit price of each itemized service to be provided. Exhibit C is a sample professional services agreement (PSA) for your review. Should your firm be selected, a similar PSA will be executed. You must note any exceptions to the PSA in your proposal. Failure to include any exceptions or a statement that no exceptions are requested may be grounds for rejection of the proposal. Exceptions not noted in the submittal but brought up later will not be considered by the city. There is no guarantee that any exceptions to the PSA will be accepted by the City. Each proposal should be limited to no more than 20 pages, including resumes. If the submittal is made electronically, then the electronic submittal is sufficient. If the submittal is a hardcopy through the U.S. mail or personal delivery, then please submit three copies. Depending on the number and quality of the qualifications and proposals, the selection committee may choose to conduct interviews with only those consultants whose qualifications and proposals are most desirable for this project. If interviews become necessary, those selected consultants will be contacted to schedule the interview. The City anticipates that the final selection would be made within two to three weeks after the interviews are complete.
