Ron DeSantis has yet to take action on the $117 billion budget lawmakers passed in early May. In January, DeSantis requested $7 billion from the Florida Legislature to expedite 20 highway projects, including one in Pinellas County. Over half of the money -- $4 billion -- would come from the state's general revenue surplus, with the rest coming from annual redirects to the transportation trust fund. The general appropriations act passed by legislators only included the $4 billion in general revenue. "As with any policy or budget proposal, the initial proposal may look different than the final bill after it has moved through the legislative process," a Florida Department of Transportation spokesperson said in a statement to the Tampa Bay Business Journal. "In this case, the department worked with House and Senate leadership and will receive $4 billion from Florida's general revenue surplus to fund projects, which is a major step toward getting projects into the pipeline 10 to 15 years in advance. The department is currently assessing how to make that $4 billion be the most impactful and go the furthest throughout the state." DOT hasn't released a final list of projects. The appropriations act awaiting DeSantis' signature calls for the department to submit a budget amendment request to the Legislative Budget Commission laying out a project list, implementation schedule, finance plan and the budget authority necessary to implement the initiative. A $354 million proposal to widen parts of Interstate 275 in Pinellas County was included in the original plan trumpeted by DeSantis. Forward Pinellas Executive Director Whit Blanton said he is concerned whether it will actually receive that money. The project would add tolled express lanes from 38th Avenue North to Fourth Street North. If it receives the full $354 million, construction would begin in 2025 and end in 2027. Individuals living and working on different sides of the Howard Frankland Bridge could use the toll lanes to commute to work. In Polk County, similar concerns are playing out. The original "Moving Florida Forward" plan included $635 million to widen Interstate 4 from U.S. 27 to Champions Gate and $197 million for a new diamond interchange at I-4 and State Road 33. That money is no longer guaranteed, according to The Southern Group lobbyist David Shepp. "We're still waiting on clarification," Shepp said at the June 5 city of Lakeland meeting. "I can't give you a firm answer at this point -- only that we've been told by DOT central that they plan on implementing all 20 projects." DeSantis must sign the budget before the next fiscal year begins on July 1.
