Demolition, site work, paving and new construction of a bridge / tunnel in Ypsilanti, North Dakota. Design plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

As of July 12, 2022, a design engineer has been selected. Construction is anticipated to take place in 2023. *The previous solicitation is listed below for reference Stutsman County has received federal dollars through the ND legislature to replace bridge #47-143-38.0 0.25 miles south and 0.25 miles west of Ypsilanti, ND on 44th Street SE. The grant funding comes through the recent special section HB 1505 and will cover 100% of the project costs including engineering. The existing bridge was reconstructed in 1986 and is a single span steel truss structure with a corrugated steel and timber surface. There is minor cracking in wings. Minor pack rust starting to appear on top connecting plates. Slightly diminished bearing area SE bearing. The bridge is posted for 3 ton. Moderate cracking in NE wing wall. The replacement structure is anticipated to be a single span concrete structure. Stutsman County is requesting the services of qualified engineering firms to perform environmental studies, preliminary and design engineering, and associated services to move this project to a bid letting. All services will be preformed in accordance with NDDOT design procedures, and the project will be let through the NDDOT. Preliminary and Design Services: Perform Project Management, Project Administration, Field/Ground Surveying, Wetland and Cultural Surveys, Draft and Final DCE, Permitting, Preliminary and Final Construction Plan and Special Provisions, and Preliminary and Final Cost Estimates. Additional services, if required, may be negotiated and supplemental agreements issued based on the consultant's performance, the consultant's proposal, and available funding. Firms are invited to submit a proposal for the project listed above. The proposals shall provide the following information: o Past Performance o Ability of professional personnel o Willingness to meet time and budget requirements o Office Location o Recent, current, and projected workloads of the persons and/or firms o Related experience on similar projects o Recent and current work for the County o Project understanding, issues, & approach The proposal pages shall be numbered and must be limited to 10 pages in length. Proposals that exceed the 10 page length requirement will not be considered. The cover letter will not be counted as one of the 10 pages. The proposal should list the personnel who will be assigned to work on the project, including titles, education, and work experience. The consultant's proposal may include an appendix. Resumes, references, a statement of qualifications and other materials outlining experience may be included in an appendix. The appendix will not be considered as a part of the 10 page proposal. Each proposal will be evaluated by a selection committee. Stutsman County may conduct interviews. The County may interview up to three (3) of the most qualified engineering firms based on whose proposals most clearly meet the RFP requirements. Fees shall be negotiated with the successful firm. If the fee cannot be agreed upon, the County reserves the right to terminate negotiations, and then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated. Title VI assures that no person or group of persons may, on the grounds of race, color, national origin, sex, age or disability, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any and all programs or activities administered by the Department The method of Contractor Selection has not been Determined at this time
