Substitute the words "quote" and "Quoter" for "offer" and "Offeror" where they appear on this form. The acceptance of a quote by NPS will not establish a binding contract. Request for Quotations #140P8322Q0021 is for construction of a non-residential septic system sized for 625 gallons per day to support the Quinault Rain Forest Ranger Station and Visitor Center comfort station. The new system consists of a septic tank, pump chamber, and pressurized dispersal mound drainfield with pump control panel. The Contractor shall furnish all needed labor, equipment, supplies, materials, insurance, fees, lodging, and transportation to perform the work. Target work period is summer 2022. PROJECT LOCATION: Olympic National Park, 902 North Shore Road, Amanda Park, WA 98526. Information about the park is at www.nps.gov/olym. Notes: a) The North American Industrial Classification System (NAICS) code and the associated small business size standard are noted in provision 52.204-8 in Section K of this solicitation. b) This procurement is 100% set-aside for small business concerns in accordance with FAR Part 19.5. c) In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. d) NPS will host an organized site visit on Thursday, March 31, 2022, at 10:00 am. e) The time zone in Block 13a is Pacific. f) All work will be performed under a single firm-fixed-price construction contract subject to the Wage Rate Requirements (Construction) clauses. . Instructions: To complete this SF1442, write your business name, address, Unique Entity Identifier (UEI), and point of contact in Block 14 and complete Blocks 15 through 20C, including acknowledging all amendments in Block 19. L.2 SITE VISIT a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, quoters are urged and expected to inspect the site where the work will be performed and the logistics associated with the site. b) NPS will host an organized site visit on Thursday, March 31, 2022, at 10:00 am. c) RSVP to kerri_cook@nps.gov by noon on March 30, 2022. SUMMARY A. The work described herein consists of the construction of a non-residential septic system sized for 625 gallons per day to support the Quinault Ranger Station / Visitor Center comfort station located at 902 North Shore Road, Amanda Park, WA 98526. The new system consists of a septic tank, pump chamber, and pressurized dispersal mound drainfield with pump control panel. Contractor shall verify that existing 125 amp breaker panel has capacity to accommodate existing comfort station lighting, outlets, and fan circuits as well as the new pump control panel. B. System shall be installed by a qualified, licensed septic system installer certified by any county in Washington State, with proof of bonding and insurance. All electrical work shall be completed by a qualified, licensed electrician. C. Pressurized dispersal mound septic system shall be constructed in accordance with Washington Administrative Code (WAC) 246-272A Onsite Sewage Systems as well as the following guidance documents: 1. Recommended Standards and Guidance for Performance, Application, Design, and Operation & Maintenance: Mound Systems by Washington State Department of Health (May 2020) 2. Recommended Standards and Guidance for Performance, Application, Design, and Operation & Maintenance: Pressure Distribution Systems by Washington State Department of Health (July 2012) D. Contractor shall provide portable toilets and a hand sanitizing station from June 15, 2022 until the new septic system has been inspected, tested, and approved by the NPS design engineer for use. Toilets shall consist of two standard units and one Americans with Disabilities Act (ADA) compliant unit. Toilets shall be serviced a minimum of weekly. Exact location and placement of toilets shall be subject to review and approval by the Contracting Officer. E. Contractor shall notify the NPS design engineer seventy-two (72) hours in advance of earthdisturbing activities associated with pressurized dispersal mound septic system installation for technical and layout assistance. F. NPS design engineer and Contracting Officer must pre-approve any changes from the plans. G. The performance period will be 90 days, from issuance of Notice to Proceed to substantial completion. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
