The County is seeking qualified professional consultants for the 2022 Economic Development Strategy and Incentives Program Design as detailed below. This work has two main components: 1. An Economic Development (department) Strategy update is required every 5-6 years to reflect changing market realities, new risks and opportunities, and ensure alignment with the goals of Sturgeon County Council, Leadership Team and corporate business plan. The last strategy update was in 2014. 2. In addition to the update, work is needed to research and develop investment incentive programs for use by Sturgeon County that increase the attractiveness of the County to potential investors in select target industries and the county's core development areas. Incentive Program Design will define any competitive "gap" that exists between the county and a suitable set of competitors. Incentive Program Design research will define increased capital expenditures (CAPEX) or operating expenditures (OPEX) a target investor will see locally vis-a-vis competing jurisdictions, then propose manageable incentives to mitigate them. Incentives could also focus on infrastructure, innovation or training and labour programs. The Method of Contractor Selection has not been determined at this time.
