The Vendor will complete a Phase II Environmental Site Assessment (ESA) in general accordance with Ontario Regulation (O.Reg.) 153/04 under the Environmental Protection Act, R.S.O., c.E.19, with remediation options and costing for the following identified groups. Group 10 (Southern/Central Ontario):
o Zenith Mine
o Hunt, Cornelius Mine
o Bicroft (Center Lake) Mine
o Wellington Mine
o Hungerford Mine The vendor is to:
o Confirm presence and location of known and new environmental liabilities;
o Characterize and delineate contamination stemming from historical operations; and
o Develop remediation options, complete with detailed cost estimates.
Scope of Work
DThe Vendor will complete a records review of all background documents available for each site in the group. The Vendor will complete a Scoped Phase II ESA (CSA Z769-01 (Reaffirmed 2018)) in general accordance with O. Reg. 153/04. The Phase II ESA shall be conducted by a qualified professional engineer or professional geoscientist licensed in Ontario. The objectives of the Phase II ESA will be as follows:
o to confirm the presence and location of known and new environmental liabilities,
o to characterize and delineate on-site contamination and comment on the possibility of offsite migration of such contaminants; and
o to obtain the required information to complete a Tier 2 prioritization for the Jamieson Site using the Ontario Risk Prioritization Model.
Based on the results of the Phase II ESA, the Vendor will include a minimum of 3 cost-ranked remediation options as an appendix to the Phase II ESA Report. A preferred option must be provided with a clear rationale. A draft and final Phase II ESA and remediation report will be prepared.
