PURPOSE OF THE CONTRACT 1.1 The OMHM is issuing a call for tenders to retain the services of a laboratory that will carry out the control of concrete materials, the quality control service of the steel structure and concrete and the control of excavation bottoms , backfill and paving materials, as part of a decontamination and complete rehabilitation project for the envelope, interior spaces and electromechanical systems at Habitations Saint-André, located at 1650, rue Saint-Timothée, in the borough of Ville-Marie. 1.2 The complete decontamination and rehabilitation project for the envelope, interior spaces and electromechanical systems at Habitations St-André includes, but is not limited to, the following work: 1.2.1 Demolition and complete stripping, down to the structure, of the building envelope, interior spaces and all electromechanical components in an environment that contains asbestos and mould; 1.2.2 Fungal decontamination and occasional work to remove materials containing asbestos; 1.2.3 Corrections, reinforcement and addition of seismic reinforcement to the existing concrete structure; 1.2.4 Demolition and repair of concrete balconies and their railings; 1.2.5 Complete repair of the building envelope: facing, insulation, frame, roof, doors, windows, etc.; 1.2.6 Construction of a new entrance kiosk with access ramp; 1.2.7 Complete renovation of the interior spaces of the apartments and common areas: partitions, floors, ceilings, built-in furniture, etc.; 1.2.8 Complete replacement of all electromechanical systems and equipment, sprinkler system, fire alarm, telecommunications; 1.2.9 Replacement of electrical entrances, main electrical chamber and related work; 1.2.10 Access control and video surveillance works; 1.2.11 Repair and upgrading of existing elevators; 1.2.12 Environmental management works for excavated soils. 1.2.13 Complete repair of the parking lot, driveways and sidewalks; 1.2.14 Repair of the roof terrace of the garage; 1.2.15 Complete renovation of the landscaping. 1.3 The mandates may cover all activities under the responsibility of the quality control laboratory. Without being limited thereto, the expected services are those described in article 51 (Quote) of this invitation to tender document. 1.4 In addition, given the limited budgets available to the OMHM, it attaches great importance to the cost of each intervention. The successful bidder must have a constant concern to develop technical solutions that are innovative, durable, economical and aesthetic in the projects entrusted to him. 2. CONTEXT AND STATE OF PLAY 2.1 This call for tenders provides for work on the master plan of the Habitations Saint-André. This master plan includes the following 4 buildings: 2.1.1 A 9-storey tower (building D), comprising 108 vacant apartments located at 1650, rue Saint-Timothée; 2.1.2 A 3-storey multiplex (building C), comprising 12 occupied apartments located at 1645, rue Saint-André; 2.1.3 A 3-storey multiplex (building B), comprising 12 occupied apartments located at 920, rue Robin; 2.1.4 A 3-storey multiplex (building A), comprising 12 occupied apartments located at 950, rue Robin. 2.2 The work will be carried out mainly at the tower at 1650 rue Saint-Timothée, and in its underground garage. The apartments at 1650, rue Saint-Timothée will all be vacant for the duration of the work. 2.3 The work also aims to bring the exits leading to the underground garage up to standard, and replace the electrical entrances of the 3-storey multiplexes (buildings A, B and C). The 36 dwellings in buildings A, B and C will all be occupied during the work. 2.4 The work is scheduled to begin in May 2022 and will be spread over a period of approximately 26 months to be completed in the fall of 2024. The method of contractor selection has not been determined at this time
