Bidders are required to complete Bid Form 00 41 13. Bidders may supplement this form as appropriate. Each Bid must be accompanied by a BID BOND payable to the Owner for five (5) percent of the total amount of his bid. A CERTIFIED CHECK in the amount of not less than five (5) percent of the bid amount may be submitted in lieu of a BID BOND. A PERFORMANCE BOND and PAYMENT BOND, each in the amount of the Contract Price, with a corporate surety approved by the OWNER, will be required for the faithful performance of the contract. The OWNER reserves the right to waive irregularities and informalities in bids received and to reject any and all bids and to award the contract where it appears to be in the best interest of the OWNER. Should the apparent low bid(s) exceed available funds, the owner reserves the right to negotiate with the apparent low bidder to obtain a contract price within available funds. The Contractor selected will be required to obtain the required land disturbance permit, submit an erosion and sediment control bond in the amount estimated in the BID DOCUMENTS, and will be designated the Certified RLD (Responsible Land Disturber). The Contractor must complete the registration and pay the fee for coverage under the General VPDES Permit for Discharges of Stormwater from Construction Activities (VAR10) and obtain coverage for the project. The Contractor must also obtain required VDOT land use permitting documentation for entrance and right of way work and remain in compliance with project VDEQ and VDOT Agreements. Bidders must be properly licensed as a Contractor in the State of Virginia. Bidder's VA Contractor's license numbers must be on the outside of the bid package. All questions should be submitted by April 21, 2021 at 2 PM EST.
