"Environmental Engineering Support for Clean Water Regulations" The forthcoming Solicitation numbered 68HERC22R0011 will be available for downloading at FedConnect(R) located at the following internet address: www.fedconnect.net/. Questions relating to the Solicitation are required to be submitted electronically through FedConnect(R). ONLY those questions posted through FedConnect(R) will be accepted. All responses to questions will be released on FedConnect(R) . Contractor registration in the Government's System for Award Management (SAM) is required in order to submit a proposal in response to the Solicitation and/or be eligible for contract award. Registration may be completed, and information regarding the registration process may be obtained, at http://www.sam.gov. Once issued, Solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and shall be submitted via FedConnect(R) (https://www.fedconnect.net). E-mail or other methods of proposal submission will not be accepted, and will not qualify as valid responses to the Solicitation. The purpose of the forthcoming Solicitation is to award one (1) contract to provide the Environmental Protection Agency (EPA), Office of Water (OW), Office of Science and Technology (OST), Engineering and Analysis Division (EAD), along with potentially other Agency offices, with support in developing and implementing clean water regulations. Environmental engineering support is expected to include professional program managers, engineers, scientists, technicians, and administrative personnel with experience in Clean Water Act (CWA) regulations, industrial wastewater treatment and monitoring, and pollution prevention technologies. The Solicitation will contain the custom local provision Disclosure Requirements for Organizational Conflicts of Interest (EPA-L-09-102). The Solicitation will specify disclosure requirements pursuant to the following organizational relationships, which have been determined by the Agency to contain potential Conflict-of-Interest concerns: o Entities that discharge processed water, or provide treatment of wastewater or drinking water o Entities that manufacture/sell/import water treatment chemicals and/or equipment (including point-of-use/point-of-entry treatment devices) 2 o Entities that provide advisory and/or technical services relating to waste minimization, waste management, and wastewater treatment and control o Entities acting in a consulting, advisory, or legal capacity with, or for, organizations trying to overturn or circumvent the regulations which are the intended outcome of this contract o Entities that own or operate industrial and/or community water systems The solicitation and resulting contract will also contain the clause, "Limitation of Future Contracting." The Government anticipates award of one (1) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, with Firm Fixed Price (FFP) type and Cost Plus Fixed Fee (CPFF) type task orders, including a single ordering period of 5 years. The contract is also anticipated to include an additional 12 months of performance for completion of work ordered within the 5-year ordering period, and a Government unilateral option to extend services for up to 6 months in accordance with FAR 52.217-8. This renders a total potential performance length of up to 78 months, including the 60-month base ordering period, 12-month additional performance period for completion of ordered work, and potential maximum 6-month option to extend services. The minimum guaranteed contract value is anticipated to be $1.5 Million, and the total maximum ceiling value is anticipated to be $77 Million. The anticipated Solicitation release date is in the mid- to late- April 2022 timeframe, and the proposal deadline shall be approximately thirty (30) days thereafter. The Solicitation will be issued on a full and open competitive basis, with no small business set-aside(s). All responsible sources may submit a proposal for EPA consideration. The NAICS code is 541620, "Environmental Consulting Services," with a size standard of $16.5 Million. Award will be made in accordance with FAR Part 15 - Contracting by Negotiation, using a Best Value source selection approach, price and other factors considered, where all non-price criteria, when combined, are significantly more important than price. ENVIRONMENTAL ENGINEERING SUPPORT FOR CLEAN WATER REGULATIONS AMENDMENT 1 TO PRESOLICITATION NOTICE - ISSUED MARCH 30,2022: The following two (2) changes are issued to the Presolicitation Notice originally published on March 15, 2022: 1) The "total maximum ceiling value" is changed FROM $77 Million TO $110 Million; and 2) The "anticipated Solicitation release date" is changed FROM "mid- to late- April 2022" TO "late April to early May 2022" All other Presolicitation Notice details remain unchanged. ENVIRONMENTAL ENGINEERING SUPPORT FOR CLEAN WATER REGULATIONS AMENDMENT 2 TO PRESOLICITATION NOTICE - ISSUED MAY 25,2022: The following change is issued to the Presolicitation Notice originally published on March 15, 2022, as amended via Amendment 1 on March 30, 2022: 1) The "anticipated Solicitation release date" is changed FROM "late April to early May 2022" TO "late May to mid June 2022" All other Presolicitation Notice details remain unchanged. Offerors must submit all technical questions concerning this solicitation electronically through FedConnect.
