A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: Sources Sought Notice- A-E Services for providing a Master Planning Services at Vance AFB, Oklahoma SYNOPSIS: THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. NEITHER THE GOVERNMENT NOR ASRC FEDERAL FIELD SERVICES (AFFS) WILL PAY OR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT AND AFFS IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. Arctic Slope Regional Corporation Federal Field Services, AFFS, is seeking qualified design firms in the Architect-Engineering-Planning industry to develop Master Plans (Installation As of Development Plans, District Plans, Area Development Plans and related community planning services) for Vance AFB. This requirement is being procured in accordance with the Brooks Act as implemented in FAR 36.6. Applicable NAICS is 5413, Architectural, Engineering, and Related Services. This is a free and open Sources Sought Notice. All firms will be required to submit SF330 for this Sources Sought Notice. SCOPE OF SERVICE REQUIRED: No scope is provided for this sources sought notice. Only submission of the SF330. AFFS, on behalf of Vance AFB, is seeking firms that will comprise a pool of pre-qualifed firms. These firms may, over the course of six years, may be offered the opportunity to submit proposals to perform master planning services related to the Vance AFB Installation Development Plan. The services may include, but it not limited to, development of district plans, development of area plans, validation plans and other professional services related to the continuous management of the overall Installation Development Plan at Vance AFB. Individual contracts could range from $25,000 to $500,000. An estimated ceiling for contemplated projects is $3,000,000. An Installation Development Plan (IDP) is a combined plan that integrates all of the installations District Plans, Illustrative Plans, and Regulating Plans into one consolidated plan. The IDP also includes installation-wide Network Plans for streets, sidewalks, parks and open spaces, and primary utilities. Development of the IDP will follow UFC 2-100-01 Installation Master Planning. A District Plan is a detailed plan for an area that includes detailed constraints and opportunities maps, Illustrative Plans, Regulating Plans, Implementation Plans, and Capacity Analysis. Vance AFB has six districts. Two districts, Airfield District and Flightline District, are completed. The remaining districts to still be developed are Training District, Community District, Industrial District and Residential District. Development of the District Plans will follow both UFC 2-100-01 Installation Master Planning and the Air Force Civil Engineer District Planning Playbook (Attachment 1). An Area Development Plan (ADP) provides a focused planning effort on a finite set of assets (facilities and infrastructure) for a specific area within the district and will include a facility condition and facility utilization assessment if these do not exist. ADPs concentrate more on requirement development than a District Plan and may include a detailed execution strategy, including draft DD Form 1391s, utility assessments, and construction phasing plans. ADPs are appropriate for detailed planning efforts when the whole district does not need to be assessed, such as new mission beddown or Dorm Master Plan (DMP). TYPE OF CONTRACT CONTEMPLATED: AFFS is contemplating awarding firm fixed priced contract or contracts , contingent on Government provided funding. Only A-E Teams responding to this solicitation and found to be qualified will be considered for the selection of future contracts. A contract will only result after the pool of selected firms is established, request for proposals issued to the pre-selected firms, focused proposal received and reviewed by AFFS and provision of government funds are provided for a specific contract. ESTIMATED START AND COMPLETION DATES: SF330 forms must be submitted to AFFS as specified on sam.gov. RESPONSE TO SOLICIATION SUBMISSION REQUIREMENTS: A-E Teams will be selected in accordance with FAR section 36.602-1. A-E Teams must submit a SF330 package of qualifications for review by AFFS and approved by Vance AFB Government Personnel. AFFS shall evaluate each potential A-E Team in terms of its: 1. Professional qualifications necessary for satisfactory performance of required services; 2. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and use of recovered materials; 3. Capacity to accomplish the work in the required time; 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. AFFS will consider the general geographical area to be approximately 300 miles; 6. Acceptability under the other appropriate evaluation criteria. The SF330, parts I and II should be limited to 30 numbered pages of easily readable text (size 11 font), graphics and pictures. Use Part I, section H to provide additional information specifically to describe qualifications related to the Statement of Work. An appendix with supporting documentation may also be included, is not limited in length, and is not required. SELECTION PROCESS: The intent of the AFFS and A-E Team arrangement is to facilitate the timely, transparent and efficient teaming between the A-E Team and AFFS to meet the needs of Vance AFB. Within four weeks of receipt of SF330 packages, a committee comprised of AFFS staff architects, engineers, and leadership will review the package according to FAR 36.602-2 thru 36.602-5. A short list of firms will be selected, based on the judgement of the committee and number of interested sources. Submissions will be reviewed in the following manner: 1. Submissions will be evaluated based on stated services in the SF330. 2. Each committee member will independently review the SF330s and note the suitability of each A-E Team for the sources sought pool based on the submission requirements listed above. 3. The committee will meet, and by consensus agree to a list of the most qualified A-E Teams for the sources sought pool based on the provided information in the SF330. 4. AFFS will hold interviews with a minimum of three firms to create a pool of firms that may be asked to submit proposals on future work. The method of contractor selection has not been determined at this time.
