Site work and paving for a sidewalk / parking lot in La Grange, California. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The services to be rendered pursuant to this IFB consist, in general, of sawcut and remove existing base and surfacing, excavate to a depth of up to 11.5 inches, place aggregate base, apply tack coat, and place hot mix asphalt in specified areas on specified roads as generally shown in Exhibit C. Engineer shall mark all areas to receive pavement repair. The County of Tuolumne through its Public Works Engineering Division ("County") is seeking bids from qualified firms to provide pavement repair services within County Service Area 3, Lake Don Pedro Unit 2. The payment of prevailing wages is required. All work specified in this contract shall be done in accordance with the Standard Specifications and Standard Plans published by the State of California Department of Transportation ("Caltrans"), dated 2018, as modified by this Invitation For Bids. Attention is directed to Section 26, "Aggregate Bases," and Section 39, "Asphalt Concrete," of the Standard Specifications. Unit costs shown in Exhibit B, - Bid Form, of this IFB shall include full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and for doing all the work complete in place, as specified in this IFB, the Standard Specifications, and the Standard Plans. The County reserves the right to modify the scope of work, including the right to increase or decrease the quantity of any item or portion of the work, or to entirely delete any item or portion of any work, or to require extra work as deemed by the Engineer to be necessary or advisable. Any such changes will be set forth in a Contract Change Order, which will not become effective until approved by the Engineer. Questions regarding this IFB must be submitted in writing to the County by 4:00 p.m. on March 23, 2022. Except for questions that might render the award of this contract invalid, the County will not respond to any questions submitted after this time. A payment bond is required for any public works contract in excess of twenty-five thousand dollars ($25,000). The third and fourth paragraphs of Section 8-1.10A, "General," of the Standard Specifications are replaced with the following: The Contractor shall pay liquidated damages to the County of Tuolumne in the sum of one hundred dollars ($1,400) per day for each and every calendar days' delay in finishing the work in excess of the number of working days defined in the Contractor's approved schedule. Liquidated damages shall apply to the administrative costs of the County only and shall not apply to damages that may occur as a result of the delay and third party claims. Prior to award of the contract, the Contractor shall possess a Class A or C-12 Contractors License issued by the State of California Contractors Licensing Board. Failure of the bidder to obtain the required license before award of the contract constitutes a failure to execute the contract. The Contractor and any subcontractors shall be registered with the Department of Industrial Relations. The County of Tuolumne Public Works Department coordinates the maintenance of public roads in County Service Areas (CSAs) and Permanent Road Divisions (PRD) which are not included in the County's maintained road system. The ownership of these roads is retained by property owners within the various developments throughout the County. Funding for maintaining these roads on CSA 3, Lake Don Pedro Unit 2, is provided by a portion of the property tax (ad valorem) from the parcels within the CSA. Services required to maintain these roads are generally performed by independent contractors. The award of the contract, if it is to be awarded, will be to the lowest responsible bidder whose bid complies with all the requirements prescribed. Such award, if made, will be made within sixty (60) days after the opening of the bids, unless an extension is agreed to by the lowest responsible bidder. The award of the contract will be subject to the availability of funds. The County reserves the right to reject any or all bids and to waive any irregularities in the bidding.
