The City of Carlsbad's City Council established a goal to reduce the homeless unsheltered population. To accomplish this goal, the City Council approved a work plan that included the hiring of a third-party to provide training and technical assistance to the La Posada de Guadalupe Shelter in order for the facility to operate as a low barrier shelter and navigation center. Under the direction of the Housing and Homeless Services Department, the Consultant will conduct an evaluation of the La Posada Shelter program model, as well as their policies, procedures and practices. Specifically, the Consultant will focus the evaluation on how the aforementioned items align with Housing First principles, low barrier orientation, and housing-focused practices both in official operational documents and day-to-day application. Where areas of misalignment are identified, the Consultant will make recommendations for appropriate changes in policy and practice to ensure La Posada demonstrates fidelity to Housing First, low barrier, and housing-focused principles. The Consultant will also provide recommendations to ensure any expansion of the shelter is in alignment with a Housing First, low barrier, and housing-focused orientation, and provide training assistance to ensure staff are able to effectively operate the shelter in alignment with the identified recommendations.
