The University of Maine, Forest Bioproducts Research Institute (FBRI) is seeking responses to provide Instrumentation, Controls, Design and Consultation for our 1 ton/day Biomass to BioProducts Pilot Plant (B2P2) and SynCOPP (Synthetic Crude Oil Production Plant) as defined in this document. This document provides instructions for submitting responses, the procedure and criteria by which the Respondent(s) will be selected, and the contractual terms which will govern the relationship between the University and the awarded Respondent(s). Tasks required will include but are not limited to; develop a clear understanding of our process and the operational parameters in order to specify and recommend process control instrumentation, purchase said instrumentation and control systems and make recommendations to reduce plant down time and ensure continued operation of the plant. Be available for discussions on system modifications and required operational parameters for safe operation, recommend instrumentation and control systems that will fit the needs of the pilot plant. Train head operators on use, repair, programming and troubleshooting as needed for any supplied equipment. The objective is to improve operation performance of the plant in a way that allows for ease of operation, while focusing on the goal of commercialization of the pilot plant system. Applicants should have a strong understanding of commercial operations and systems, combined with the attention to detail and follow-up needed to maintain the pilot plant operation for extended runs. Deadline for Written Inquiries/Questions March 18, 2022 Response to Written Inquiries/Questions March 22, 2022 Award Announcement (subject to change) April 15, 2022 Estimated Agreement Start Date (subject to change) May 2, 2022 The evaluation team will use a consensus approach to evaluate and assign evaluation based on pass/fail decision based on University risk assessment. The University reserves the right to reject any or all responses, in whole or in part, for any response receiving no points in this section in accordance with Section 2.2 Award. The method of contractor selection has not been determined at this time
