The MRC de Montcalm does not undertake to accept the lowest tender or any of the tenders received, and it declines all responsibility with regard to one or the other of the tenderers in the event of rejection of all the tenders. The contract is awarded by decision of the MRC council, in its sole discretion, and the MRC cannot be bound in any way other than by a resolution of its council.
