Highway Safety Improvement Program (HSIP) HSIPL 5945(117) Systemic Safety Improvements The County intends to select a consultant to provide professional services based upon the information in the project proposals submitted in response to this RFP. The prospective consultant's proposal will be evaluated and ranked according to the criteria provided in Article VI of this RFP. The County will not hold consultant selection interviews, the final rankings will be based entirely on the project proposals. Review of the proposal and contract negotiations with the top ranked consultant will be conducted in compliance with the one-step method in Chapter 10 of the Caltrans Local Assistance Procedures Manual (LAPM). Consultants are required to submit a sealed cost proposal along with the project proposal. Failure to submit the sealed cost proposal shall invalidate your project proposal and result in elimination of consideration for the contract. In October of 2020, the County of Kings Public Works Department submitted three HSIP Cycle 10 applications based on information gathered from a completed Systemic Safety Analysis Report. Two of the three applications were approved; the Roadway Safety Sign Audit for the County's Collector and and Advance Warning Signs at several intersections within the County. HSIP funding has been programmed for both applications under two separate state project numbers. This RFP is for HSIPL 5945(117) Systemic Flashing Beacons Improvements.
