The Town's decision to advertise the RFQ for on-call services was highlighted by the need to complete professional architecture and engineering services for parks, recreation and greenways projects funded through the 2021 Park Bond. Examples of projects that may be undertaken include development of a concept plan or master plan for an inclusive playground; a spray ground or splashpad; a greenway feasibility plan; a greenway design plan; master plans for newly acquired parkland; and other projects as funding becomes available. The scope of services will generally include design of all necessary improvements for the proposed project, as described herein, needed to prepare construction plans, contract documents and technical specifications for procurement of the contractor, equipment, and materials necessary to construct the facility. A detailed breakdown of the scope of services is as follows: 1. Master planning for parks, recreation, and greenway projects, including updates to existing plans. 2. Field surveys and property/right-of-way surveys including necessary research at the Register of Deeds Office. 3. Assist Town staff's consultation with individual property owners on design, location, and/or access questions. This may include preparation of exhibits to clarify unique design issues related to certain properties, as needed, to facilitate negotiations for right of way/easement acquisition. 4. Mapping, reports, presentation materials (Microsoft PowerPoint), and attendance at neighborhood public meetings, Town Council Meetings, and Committee Meetings (if required) to approve the project for construction. It is anticipated the consultant will review the original plan as well as prepare a design that will be approximately 25% complete for the first public meeting, and approximately 65% complete for the second public meeting and Town Council Meeting. 5. Computerized visualization/3-D modeling of design information suitable for use at public input opportunities as well as for placement on the Town's project web sites. 6. Public communication services, including coordination of regular updates to project design and schedule information with Town staff. 7. Research, design, preparation of construction documents and the coordination of associated reviews, submittals and approvals required by Federal and/or State permitting agencies. These may include, but are not limited to, NCDOT, USACE, and NC DENR, and compliance with Neuse River Riparian Buffer rules, as required. Federal permits are not currently anticipated for these projects based on the location of the projects and project scopes. It should be noted that some projects may be located on or abutting streets that may be maintained by NCDOT and as such any work along the corridor within the state-maintained rights of way will require permitting through NCDOT. 8. Assist the Town with coordination efforts for major stakeholders in proximity to the park and recreation site or along a greenway corridor, as needed. 9. Traffic and pedestrian signalization changes, if applicable. 10. Architectural Landscape, including arborist services.11. Historic preservation, cultural resources, and archeological services related to development of parkland. 12. Coordination of reviews with public/private utilities and development of necessary easement requirements based upon existing and proposed changes by each utility. This coordination should include possible new water/sewer design and/or adjustment of existing facilities. Coordination of street lighting design and/or adjustments to existing facilities will require coordination with Duke Energy. 13. Geotechnical investigation to provide data on the quality of native soils, rock and for use in providing pavement design recommendations. 14. Subsurface utility engineering (SUE) work, including designating and test holes to address potential design conflicts between existing facilities and proposed infrastructure. 15. Structural design for culvert and/or retaining structures, if applicable. 16. Temporary and permanent traffic and pedestrian control plans shall utilize current MUTCD guidelines, including permanent pavement markings/signage plans. 17. Preparation of final right-of-way exhibits suitable for recording at the Wake County Register of Deeds office. Survey stakeout of proposed rights-of-way and easements necessary for use in property acquisition negotiations. 18. Preparation of final contract documents and technical specifications, including itemized bid proposal, and final engineer's estimate. Documents shall be in conformance with standard Town of Garner format. Firm shall attend 1 pre-bid meeting and assist Town staff with response to contractor's questions related to the project and/or preparation of addenda prior to bid opening. Assist Town staff by maintaining comprehensive bidder's list, issuance of addenda, attendance at bid opening, and preparation of bid tabulation. 19. Attend pre-construction meeting to assist Town staff with any technical questions related to construction drawings and/or contract. 20. Review/approve shop drawing submittals from Contractor. 21. Construction administration services.
