Through this Request for Qualifications (RFQ), the City of Riverside (the City/Owner/RWQCP) invites submissions of qualifications from Respondents with the interest, capacity, and experience to design, construct, commission, permit, operate and maintain for a proposed period of up to twenty (20) years a Biogas and Digestate Management Upgrading Facilities Project (Project) at the Riverside Regional Water Quality Control Plant (RWQCP). The Proponent will own, finance, permit, maintain and operate the Project; however, the Successful Proponent will be required to demonstrate adequate financial capacity, support for design, construction, permitting, and commissioning activities, and to secure any performance guarantees during both the Design-Build phase and the twenty (20) year Operations & Maintenance (O&M) phase of the Project.
