Necessary replies will be issued to all Offerors of record as addenda, which will become part of the contract documents. Oral instructions do not form a part of the proposal documents. The first Addendum will be posted on March 25, 2022 and the second addendum will be posted on April 4, 2022. 1. PURPOSE The School Board of the Isle of Wight County (hereinafter referred to as "IWCS," Isle of Wight County Schools, or "School Board") requests proposals from prospective Offerors (hereinafter referred to as Offeror, Successful Offeror or Contractor) to provide custodial services, grounds management, and plant operations and maintenance for our nine schools and office locations. This contract will begin July 1, 2022 and will continue until June 30, 2023. The IWCS invites any qualified Offeror to submit a proposal. Offerors responding to this request must be responsible, regularly and practically engaged in providing the services requested in this RFP and possess ample resources for doing this work. 2. BACKGROUND IWCS operates five elementary schools, two middle schools, and two high schools, as well as a central office and two annex support buildings. The Isle of Wight County Schools is a rural and growing suburban residential school district, serves a very diverse population of approximately 5,500 students. In using this method for solicitation, we are requesting your best effort in seeking a "best value" solution to our requirement. To be entitled for consideration, sealed proposals shall be presented in accordance with the instructions of this solicitation and within the timeframe specified. It shall be the responsibility of the selected Offeror to meet all specifications and guidelines set forth herein. IWCS, at its sole discretion, determines the criteria and process whereby proposals are evaluated and awarded. No damages shall be recoverable by any challenger resulting from determinations or decisions by the School Board. 3. STATEMENT OF NEEDS To provide custodial services, grounds management, and plant operations and maintenance to IWCS' nine schools, administration and two annex support buildings beginning July 1, 2022 and ending June 30, 2023. IWCS, in its sole discretion, may also offer four (4) additional one-year renewals. The gross square footage is as follows: Hardy Elementary School 62,247 sq. ft., Carrsville Elementary School - 37,256 sq. ft., Carrollton Elementary School - 107,125 sq. ft., Westside Elementary School - 117,531 sq. ft., Windsor Elementary School - 86,736 sq. ft., Georgie Tyler Middle School - 114,800 sq. ft., Windsor High School - 105,000 sq. ft., Smithfield High School - 161,404 sq. ft., Smithfield Middle School - 162,403 sq. ft., Annex Building A - 3,000 sq. ft., Annex Building E - 1,880 sq. ft. and Central Administration Building - 10,393 sq. ft. It is the Contractors' responsibility to verify net cleanable square footage for all facilities. Through actual measurements, use of existing drawings and/or other means, it shall be the responsibility of the Contractor to verify measurements as deemed applicable for the submission of a proposal through vendor walk through. This expansion will be discussed in full detail at the pre bid meeting and visited during site visits. Break out line item should be included at each of those schools for the additions as they come on line. The Contractor shall furnish all management, supervision, cleaning personnel, equipment, cleaning supplies, tools, and other materials as required for custodial services for IWCS.
