The City of Pearsall, (hereinafter "City") is seeking concise letters of interest and a statement of qualifications from parties interested in performing professional architectural services for the City of Pearsall on an on-call basis. Qualified architectural firms shall have expertise in all phases of design, construction, repairs and/or additions of buildings and real property. It is anticipated that the architectural firms will lead teams of engineers and/or related consultants as needed for each project. The City of Pearsall is seeking professional services to conduct architectural and engineering work for future projects, which as a minimum, includes the following tasks: 1. PROGRAMMING - Administrate discussions to determine scope. a. Conduct meetings with City Representatives for design input. b. Gather any existing records or documents indicating existing conditions. These documents need to be verified by on-site inspections of the premises. The extent of this effort shall be as in-depth and as extensive as required and necessary to support the design effort. 2. SCHEMATIC DESIGN - Based on programming and other information provided by owner, consultant shall review laws, codes and regulations applicable to the services rendered by consultant and prepare no more than two design options for presentation to the City. Consultant shall also provide a preliminary budget and work schedule to the City. 3. DESIGN DEVELOPMENT - Based on the owner's approval of the schematic design, the consultant shall prepare design development documents. These documents shall illustrate and describe the development of the approved schematic design and shall consist of drawings and other documents including plans, sections, elevations, typical construction details, and diagrammatic layouts of building systems. The design development documents shall include an outline of specifications identifying major materials and systems and establish in general their quality levels. 4. CONSTRUCTION DOCUMENTS PHASE - Based on approved design documents and drawings, prepare for Owner approval, drawings and specifications setting forth in adequate detail the requirements for the construction of the project. Construction documentation shall include normal architectural, plumbing, mechanical and electrical engineering drawings and specifications. Provide all services necessary to review and verify the Texas Department of Licensing and Regulation (TDLR) guidelines to ensure compliance with Texas Accessibility Standards (TAS).4. BIDDING PROCESS - Assist Owner in obtaining competitive bids for the project. Assist Owner in distribution of contract drawings, prepare addenda (if any), assist Owner in reviewing bids and contract negotiations. 5. CONSTRUCTION ADMINISTRATION - Represent Owner during construction phase for services on construction observation, review of submittal data and products, and contractor's pay requests, construction conferences, preparation of punch list and final out. As mentioned, architectural firms may lead other consultants/engineers to include structural, civil, mechanical, electrical, plumbing, security, acoustical, interior design, lighting, data/telecommunication graphics, and related services which may be required in connection with planning, design of new buildings or renovations/additions of existing buildings. Special services may be requested as warranted by specific projects, including but not limited to, geotechnical engineering, land surveys, life/safety consulting; audio visual; physical and electronic security design; parking structure and parking structure design. Questions and answers that change or substantially clarify the Request for Qualifications will be affirmed in writing and copies will be provided to all persons receiving an RFQ. Any inquiries relating to this RFQ must be in writing with contact information and received no later than 4:00 PM local time, April 4, 2022. The method of contractor selection has not been determined at this time.
