Fairfax County is soliciting pre-bid qualifications for a Job Order Contract(s) for the construction/rehabilitation of vertical wastewater facilities at various locations scheduled to take place over a period of five years from the Notice-to-Proceed date. This Job Order Construction Contract is an indefinite delivery, indefinite quantity contract pursuant to which the selected firms may perform an ongoing series of individual wastewater collection and treatment vertical type task orders for Fairfax County at different locations throughout the County. Task Order pricing shall be based upon a coefficient multiplier (for instance, 0.95 or 1.10, etc.) to be applied to pre-described and pre-priced tasks contained in a standard, commercially available Unit Price Book (UPB). The applicable line items from the UPB and their quantities will be multiplied by the Bidder's designated coefficient multiplier for a total not-to-exceed task order. The UPB(s) will be identified in the Invitation for Bid. In addition, the Invitation for Bid will outline new Prevailing Wage Requirements that must be incorporated into the labor elements within the UPB. Refer to Attachment J on the attached Prequalification Application form DPWES anticipates multiple awards in response to the bid advertisement. The anticipated total value for Task Orders issued under this contract annually is expected to be $30 million per year. The duration of this Contract is one (1) year (365 calendar days from Notice to Proceed). Fairfax County shall have the option to extend the Contract for up to four (4) additional one-year periods. This Job Order Contract (JOC) will provide construction services for vertical wastewater facilities and structures within the Fairfax County Integrated Sewer System. The Fairfax County Integrated Sewer System is operated by the Wastewater Management Program (WWM) and is governed by the County of Fairfax Board of Supervisors. The sewer service area covers approximately 234 square miles in the Potomac River Watershed, a tributary of the Chesapeake Bay, and includes adjacent municipalities. The County's sewer system consists of nearly 4,000 miles of gravity sewer lines and force mains ranging in size from 2 inches to 72 inches, 65 pump stations ranging in capacity from 0.1 to 37 million gallons per day (MGD), 54 metering stations, and the 67 MGD Noman Cole, Jr. Pollution Control Plant. The scope of projects may include, but is not limited to, the following types of vertical wastewater work: 1. Wastewater Emergency Response (within 4 hours of verbal direction from the Owner) 2. Construction/Rehabilitation of Wastewater pump stations or select elements within a pump station, 3. Construction/Rehabilitation of Wastewater Treatment processes and/or structures, including Biological and/or Chemical process facilities, 4. Construction/Rehabilitation of Odor Control systems and processes, 5. Construction/Rehabilitation of Diversion and Flow Metering Vaults, 6. Construction/Rehabilitation of Grinder pumping systems, 7. Construction/Rehabilitation of Wastewater Bypass Pump Vaults 8. Establishment of Wastewater Bypass Pumping Systems as necessary during construction. 9. Miscellaneous mechanical, electrical, and plumbing (MEP) work, including instrumentation and SCADA programming, 10.Miscellaneous related site improvements Only firms that have been pre-qualified in accordance with the procedures in the Prequalification Application will be eligible to submit bids for the following projects. Bids received from those who have not been pre-qualified will not be considered. Hardcopy and CD submission of pre-qualification applications are to be addressed to the Office of the Director, Wastewater Design and Construction Division, Department of Public Works & Environmental Services, 12000 Government Center Parkway, Suite 463, Fairfax, Virginia, 22035-005 All questions concerning this Pre-qualification Application procedure shall be submitted in writing via email to Matthew Doyle, Pre-Qualification Package Coordinator, Wastewater Design and Construction Division, at DPWESCAPWastewaterCollectionInquiry@fairfaxcounty.gov, and to be given consideration, such requests must be received at least seven (7) calendar days prior to the deadline for submittal of the Pre-qualification Application indicated in this Invitation for Pre-qualification. Should any addenda be issued, they will be posted to the website at least three (3) days prior to the deadline for submittal. This office is the only point where information will be disseminated. The Board of Supervisors of Fairfax County, Virginia reserves the right to reject all Applications, and to waive informalities and irregularities in the Pre-qualification Application procedure.
