Monterey-Salinas Transit is requesting proposals from qualified consultant firms to perform a fixed facility analysis, environmental documentation, preliminary architectural and design work for the Salinas Operations and Maintenance Facility project. Monterey-Salinas Transit (MST) District is a public transportation agency that provides fixed- route, demand-response and special seasonal transit service to a 154 square mile area of Monterey County with connections to Santa Cruz and San Luis Obispo Counties. MST provides a variety of fixed-route services to meet the unique needs of the rural, small, and medium sized communities it serves. High frequency commuter services in Salinas, Monterey, and Seaside complement local and neighborhood services in Pacific Grove, Carmel, Marina, and Del Rey Oaks. MST operates as far south as Paso Robles and as far north as Watsonville. MST operates 36 routes within a service area comprised of an estimated 439,000 people and has a total of 162 buses in its fleet, including eight themed trolley-style buses and five battery electric buses. It operates through two major transit hubs in Monterey and Salinas as well as secondary hubs in Marina and in Sand City. Annual boardings on the fixed route system total 1.4 million (2021) with an annual budget of $59.7 million (2021). Of that amount, 56% comes from State and local funds. Federal sources fund 41% of the operating budget. Approximately 3% of the operating budget is generated from fares. The first facility occupies 2.3-acres located in the City of Salinas, California. The second facility is located on a 3.2-acre site in the former Fort Ord on property leased from the US Army. MST is seeking to combine the function of these two O&M facilities and expand the size to approximately 7-acres. The single combined facility would be used to operate and maintain transit buses and support vehicles which primarily serve the City of Salinas and Monterey's North County (Figure 5) as well as paratransit door-to-door Americans with Disabilities Act (ADA) services. The proposed facility would accommodate existing and future transit service needs. For this initial phase of project development, consultant work will consist of performing a fixed facility analysis, preliminary architectural/design and environmental clearance for MST's proposed Salinas O&M Facility Project. After a fixed facility analysis, preliminary design and environmental clearance and through a formal procurement process, MST would select a design-build consultant/contractor to perform final design and construct the facility. A right-of-way consultant may be necessary to assist MST in purchasing property needed to construct the project. Buildings may be constructed with pre-engineered (Butler type of building), constructed on a concrete slab and have a metal roof and siding and/or repurposing an existing building and property. The buildings would include areas for these functions: maintenance; administration; parts storage; steam cleaning; tire repair; driver break room; fueling (traditional diesel/gasoline); zero emissions bus (ZEB) charging/fueling infrastructure; other uses; solar energy; and, parking. It is important to note that while the property would support both MST O&M and contracted transportation services needs, the two operations would need to be clearly delineated as such.
