Site work, paving and outdoor lighting for a transportation facility in Fairfield, New Jersey. Completed plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; and for paving for a transportation facility.

**As of May 18, 2022, This project has not yet been awarded. A timeline for award has not yet been established.** The proposed project is contingent upon FAA and NJDOT funding and is expected to begin in the Spring 2023. The awarded bidder will be required to hold firm their bid price. This contract does not allow for price increases due to the escalation in cost of bid items. The Contractor shall take this into consideration when preparing unit prices for bid. The Contractor shall be required to follow all current State and Federal health guidelines during the project. This project includes pavement rehabilitation of Apron B (North) (approximately 240,000 SF of apron pavement). The rehabilitation is expected to include approximately 27,250 SF of pavement reconstruction to address areas of pavement failure or connections to existing adjacent pavement areas to remain. The rehabilitation will also include a 2" mill and overlay to remove surface cracking. The pavement overlay will consist of a bituminous surface course. The project also includes the relocation of an existing stub taxiway, airfield electrical, turfing, seeding, mulching, tie-down removal/installation and temporary and permanent pavement markings. The Add-On No. 1 portion of the work includes the work within the area that is not FAA eligible. The Base Bid portion of the project will include the following: 1. Cold milling for partial depth pavement removal, and replacement with 2" of Bituminous Pavement for Apron B North. 2. Relocation of Taxiway stub, which shall include a full depth pavement reconstruction consisting of 4" of Bituminous Pavement and 6" of Crushed Aggregate. 3. Drainage improvements and underdrain cleaning. 4. Tie-down removal and replacement. 5. Temporary and permanent pavement markings. 6. Airfield lighting and signage The Add-On No. 1 portion of the project will include the following: 1. Cold milling existing pavement 2 inches and replacement with 2 inches of Bituminous Pavement for areas in front of large hangar and T-hangar on Apron B North that are ineligible for FAA funding. 2. Marking in front of T-hangar that is ineligible for FAA funding. 3. Fuel and Asphalt Price Adjustments for entire project. Each proposal must be accompanied by a certified check or bid bond, in the amount of ten percent (10%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the bid. No bidder shall rely upon any oral communication from anyone. The deadline for submitting questions prior to receipt of bids is Thursday, March 24, 2022 by 12:00pm. The tour will be conducted using social distancing guidelines and masks will be required. PAY TO PLAY REQUIREMENTS. The Vendor/Contractor must file an annual political contribution disclosure statement with the New Jersey Election Law Enforcement Commission ("ELEC") pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c. 271s.3) if the Vendor/Contractor receives contracts from public entities totaling in excess of $50,000 in a calendar year. It is the Vendor/Contractor's responsibility to determine if the filing of an ELEC disclosure statement is necessary. The ECIA reserves the right to waive any informalities in the proposal and to reject any and all proposals for any and all reason(s).
