The Capital District Transportation Authority seeks a vendor to manage trash removal services for its four facilities located at: 110 Watervliet Avenue, Albany, NY 12206 (ALBANY DIVISION) 2401 Maxon Road, Schenectady, NY 12308 (SCHENECTADY DIVISION) 40 Hoosick Street, Troy, NY 12180 (TROY DIVISION) 525 East Street, CDTA Rensselaer Rail Station, Rensselaer, NY 12144 CDTA must comply with Executive Order 142. As such, by February 1st of each year the contractor will provide CDTA with the total tonnage picked up at each facility for total trash, cardboard and comingled recyclables for the previous 12-month period. Recyclables are comingled at each facility combining paper, plastics, glass and metal. At the Rensselaer Rail Station pickups must occur after 8am. All questions regarding the technical contents of the Invitation for Bid are to be submitted IN WRITING to Stacy Sansky, Director of Procurement Capital District Transportation Authority, 110 Watervliet Avenue, Albany, New York 12206 (518-437-8342, sdsansky@cdta.org) by April 6, 2022 at 11:00AM. Bidders shall furnish a bid guaranty in the form of a bid bond, or certified treasurer's or cashier's check issued by a responsible bank or trust company, made payable to the CDTA. The amount of such guaranty shall be equal to 5% of the total bid price. A Performance Guarantee in the amount of 100% of the Contract value is required by CDTA to ensure faithful performance of the Contract. Either a Performance Bond or an Irrevocable Stand-By Letter of Credit shall be provided by the Contractor and shall remain in full force for the term of the Contract. The successful Contractor shall certify that it will provide the requisite Performance Guarantee to CDTA within ten (10) business days from Contract execution. CDTA requires all Performance Bonds to be provided by a fully qualified surety company acceptable to CDTA and listed as a company currently authorized under 31 C.F.R. part 22 as possessing a Certificate of Authority as described hereunder. CDTA may require additional performance bond protection when the contract price is increased. The increase in protection shall generally equal 100 percent of the increase in contract price. CDTA may secure additional protection by directing the Contractor to increase the amount of the existing bond or to obtain an additional bond. A Labor and Materials Payment Bond equal to the full value of the contract must be furnished by the contractor to CDTA as security for payment by the Contractor and subcontractors for labor, materials, and rental of equipment. The bond may be issued by a fully qualified surety company acceptable to CDTA and listed as a company currently authorized under 31 C.F.R. part 223 as possessing a Certificate of Authority as described thereunder. The contract for the above will be awarded to the contractor with lowest bid. The Authority requires that all bids be responsive to this invitation and that bidders be responsible. The Authority will follow established procedures for determining the responsibility of bidders. The Authority hereby notifies all potential service providers that disadvantaged, minority and women-owned business enterprises will be afforded full opportunity to submit proposals in response to this notice and there will be no discrimination on the basis of race, creed, color, sex, national origin, disability or marital status in the award of the contract or any subcontract. Contract Duration: Three Years With Two Optional Renewal Years In submitting this bid, it is understood and agreed by the bidder that the CDTA reserves the right to reject any and all bids, or part of any bid, and it is agreed that the Bid may not be withdrawn for a period of (90) days subsequent to the opening of bids, without the written consent of CDTA.
