Authority to impose impact fees is derived from Article X (Impact Fees) of Chapter 170 (Fees) of the Town of Portsmouth Code of Ordinances. In accordance with R.I.G.L. 45-22.4-1 et seq., the Town is soliciting proposals from qualified consultants to conduct an Impact Fee Needs Assessment Study and updated impact fee schedule based on the demand for new and additional services on the Town Government resulting from new development. The Impact Fee Needs Assessment Study provides the basis for imposing impact fees so that future growth bears its fair share of the Town's increased costs attributable to that growth. The study shall propose a methodology for calculating impact fees on all new commercial and residential development that accurately reflects the costs of increased need for police, fire, roads, public schools, recreation land and facilities, utilities, and other applicable public facilities as defined in the Rhode Island Development Impact Fee Act. April 4, 2022 Consultant selection and notification. April TBD Kick-off meeting, project scheduling and task management coordination. June 13, 2022 Consultant draft report presented to the Town Council. June 27, 2022 Town Council adoption of the final report. There will be no pre-proposal meeting. All questions regarding this RFP must be submitted in writing to the Portsmouth Planning Department no later than 4:00 p.m. on March 23, 2022. Questions received after that time will not be addressed. Questions should be emailed to gcrosby@portsmouthri.com. All submitted questions and the Town's written response to each will be available as an addendum and posted to portal on March 25, 2022 by 4:00 p.m.. These addenda must be included with the bidder's Proposal. Questions Deadline March 23, 2022 Responses to written questions March 25, 2022 The Town of Portsmouth reserves the right to reject any or all bid proposals, to waive any technical defect or informality in bids received, and to accept or reject any bid or portion thereof. No bidder may withdraw their bid within sixty (60) days after the actual date of the opening thereof. Documents incorrectly addressed or misdirected to locations other than the Finance Office at the Town Hall will not be considered. Postmarks or other carrier stamps will not be considered proof of timely submission. Actual receipt in the Director of Finance office by the due date is required. The Director of Finance/Purchasing Agent will be the final judge of a timely receipt. Proposals received after the due date and time will not be considered.
