The Capital Regional District (CRD) invites qualified consulting firms or organizations with experience in the design, execution, analyses and reporting of origin destination household travel surveys to submit a statement of credentials. The purpose of this Call for Credentials is to select a maximum of three of the most qualified and experienced firms or organizations which will be invited to submit detailed proposals for the project. The purpose of the 2022 CRD Origin Destination Household Travel Survey is to collect information on Weekday and Saturday travel from a random sample of study area households. The 2022 survey must follow substantially the approach and methodology of the 2017 survey to allow for comparisons over time. The scope of work for the 2022 CRD Origin Destination Household Travel Survey is as follows: a) Survey definition and design, methodology and data collection i. Define a representative sample greater in size than the 2017 survey for sub-municipal and small geography reporting. ii. Collect household travel behaviour data related to trip origin, destination, time of day, mode and purpose, including trips using more than one mode such as park and ride and bike and ride trips. iii. Pre-test all necessary survey instruments to be used with the 2022 survey and recommend any changes that will attain a high reliability of data results. iv. Undertake and complete the data collection phase of the survey between September 23, 2022 and December 9, 2022 including media campaign and incentives, printing and mailout, telephone interviews, internet log in processes and protocols, call-backs and follow up. v. Carry out data entry, editing, processing and geo-coding of trip ends in the specified format as outlined in the deliverable section of this document. b) Reporting i. Information at the regional, municipal and sub-municipal levels of geography which can be at a minimum compared to travel patterns and findings reported in the 2011 and 2017 CRD Origin Destination Household Travel Surveys. ii. Data tables for household, person and trip characteristics with the same structures as the data tables from the 2017 survey. iii. A Final Report describing survey approach and methodology, an overview of survey results and a simple visual presentation. At a minimum the Final Report for the 2022 survey must have substantially the same structure as the Final Report for the 2017 survey. iv. A Report on Daily Travel Characteristics showing results by mode and purpose at the regional, sub-regional, municipal and sub-municipal levels. At a minimum the Daily Travel Characteristics report for the 2022 survey must have substantially the same structure as the Daily Travel Characteristics report from the 2017 survey. c) Deliverables and Presentations i. All data tables must be in XML format. ii. All reports in both PDF and MS Word docx formats. iii. Presentation to CRD Board or designated committee at the conclusion of the project in April, 2023. The method of contractor selection has not been determined at this time.
