The City of Garden City, Kansas (City) is seeking a qualified firm, individual, or team to provide a market analysis on the potential of an indoor ice arena, a preliminary design and project cost estimate for an Ice Arena with either one or two sheets of ice Introduction/Background Garden City, Kansas, with a population of approximately 32,000 in Finney County, is approximately 200 miles west of Wichita, Kansas, and 300 miles southeast of Denver, Colorado. The City Commission, as articulated in its 2021-2022 City Commission Goals, indicated a desire to explore the potential of an ice arena in our community. This market analysis will be used to determine if the City should pursue the construction and operation of an ice arena with either one or two sheets of ice. This review of our community market should objectively examine the need/want of an ice arena, construction costs, operational costs including necessary subsidies, and other pertinent information regarding developing an ice arena. The City is issuing this RFP in accordance with applicable laws that allow an agreement with a private entity that demonstrates and has proven experience and knowledge in parks and recreation planning, project management, and market analysis that will work closely with City staff in examining the need for an ice arena. The City reserves the right to terminate this process or to cancel or modify this solicitation process at any time. In no event will the City or any of its respective agents, representatives, consultants, directors, officers, or employees be liable for or otherwise obligated to reimburse the costs incurred in the preparation of this RFP or any other related expenses. The prospective firms shall be fully responsible for all expenses incurred in the preparation and/or presentation of the RFP submittals. The RFP submittals will become the property of the City.
