The Chesapeake Redevelopment and Housing Authority (the Authority or CRHA) is a public body created under the authority of the general statutes of the Commonwealth of Virginia. The Authority was created for the purpose of providing decent, safe and sanitary housing for low-income citizens of the City of Chesapeake. As a chartered political subdivision of the Commonwealth of Virginia, the Authority provides subsidized public housing and administers redevelopment projects within the City in accordance with state and federal legislation. The nine-member Board of Commissioners is appointed by Chesapeake's City Council for staggered four-year terms. The Board, in turn, elects a Chairman and appoints an Executive Director to administer the affairs of the Authority. The Authority's operations and relationship with the federal government are governed by contracts allowing the Authority to construct, own, and operate public housing facilities, as well as make housing assistance payments for eligible individuals and families. The Board of Commissioners authorizes these contracts with the United States Department of Housing and Urban Development (HUD) pursuant to the latter agency's regulations and statutory authorizations. All questions/concerns prior to submittal of a proposal shall be in writing and submitted on company letterhead and faxed to Procurement Officer at (757) 523-1601 at least 10 days prior to proposal due date. The contract is for a one-year base period and it may be renewed for up to four additional one-year terms if CRHA exercises the options. Written notice of CRHA's intention to renew the option for each additional one year of service shall be given approximately 60 days prior to the expiration date of the contract. Option exercise is at the sole discretion of the Authority. The PHA/HA may reject any and all Proposals, accept other than the highest scoring Proposal (e.g., the apparent high scoring proposal is unreasonably low), and waive informalities or minor irregularities in Proposals received, in accordance with the PHA's/HA's written policy and procedures. (e) Unless precluded elsewhere in the solicitation, the PHA/HA may accept any item or combination of items Proposal.
