Individuals who are attending the bid opening in person will be required to wear a face covering unless otherwise advised and practice social distancing at all times while in the building. Services under this Contract shall include all the necessary equipment and personnel to perform on-call Landfill litter picking and grounds maintenance activities within a 48-hour response time. The term of service for this Contract will be from September 1, 2022 through August 31, 2023, with the second year of service (September 1, 2023 through August 31, 2024) solely at the Authority's discretion. The work includes but is not limited to the following: 1. Litter and debris pickup. 2. Landfill slope maintenance, including, but not limited to, weed-wacking over steep gradings and around fencing and other obstructions. 3. Providing on-call labor work teams of the requested size, for the requested time frames, and within the specified response time, for the general use of the Owner in the performance of miscellaneous Landfill tasks, as noted above. A site visit of the Middlesex County Landfill on 53 Edgeboro Road, East Brunswick, New Jersey is strongly recommended. Visits must be scheduled through Robert Leslie, P.E., Landfill Engineer, who can be contacted at (732) 246-4313 during regular Landfill operating hours. No site visit will be performed after 12:00 PM, Friday, April 8, 2022. Information concerning this procurement is provided in the Authority's Request for Bids ("RFB") for such services. The Authority will not be responsible for RFB documents obtained from other sources. No Bid will be accepted after the above referenced date and time. Any Bid received after the due date, whether by mail or otherwise, will be returned unopened. Bids must be submitted in sealed envelopes with the name "Contract No. 22-3SW/Litter Picking and Ground Maintenance Activities at the Middlesex County Landfill," clearly marked on the outside of the envelope. Bids may not be e-mailed, faxed or transmitted over the telephone. Bidders are required, when applicable to this RFB, to comply with the requirements of the Business Registration Act (N.J.S.A. 52:32-44); the State's Equal Employment Opportunity and Affirmative Action Laws and Regulations (N.J.S.A. 10:2-1 et seq., N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-3.7 and 3.8); the Americans with Disabilities Act (42 U.S.C. 12101); and the New Jersey Campaign Contributions and Expenditure Reporting Act (N.J.S.A. 19:44A-1 et seq.). Bidders' attention is also called to comply with the requirements as applicable, of (a) the conditions of employment and requirements of Federal prevailing wage rates; and (b) Segregated Facility. Any questions regarding this "Notice" should be directed to Paul T. Clark, Solid Waste Division Manager, Middlesex County Utilities Authority, in writing. The Authority reserves the right to waive any informalities or reject any and all bids in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., as well as any other applicable law.
