For the following contract: CONTRACT NO. NK 22-01Barnes Street Downtown Playground Project Includes Approximately 1950 Sq. Yds. of Asphalt Milling Sq. Yds. Of Asphalt Wearing Surface Bids may be held by Owner for a period not to exceed days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. The successful bidder will be required to furnish satisfactory Performance, Labor and Materials Payment and Maintenance Bonds. The Owners reserve the right to accept or reject any or all bids. A Certified Check payable to the City of New Kensington, or a satisfactory Bid Bond executed by the Bidder as acceptable surety, in the amount equal to ten percent (10%) of the total of the Bid must be included with each bid. All proposals shall be clearly marked on the envelope as to the contract number and name. Attention is called to the fact that Pennsylvania Prevailing Wages as set forth in the Contract Documents must be paid on this project; that the Contractor shall not discriminate by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (PHRA) and applicable federal laws, against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates. In addition to Equal Employment requirements of Executive Order 11246, the Contractor must also establish a 3% goal for female participation and a 5% goal for minority participation in his aggregate on-site construction work force, for contracts in the excess of $10,000.00 whether or not part of that work force is performing work on Federal or Federally assisting construction contract or subcontract. All bidders must submit documentary evidence of minority and women business enterprises who have been contracted and to whom commitments have been made. Documentation of such solicitation and commitments must be submitted with the bid, in accordance with executive orders 11625 and 12138. Please note that funding for this project will be funded in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
