Renovation of a mixed-use development in Elgin, Illinois. Completed plans call for the renovation of a educational facility.

PROJECT DESCRIPTION: The work includes but is not limited to: Toilet room renovations at Channing Elementary and Kimball Middle School as shown on the drawings and described herein. All demolition, architectural, mechanical, electrical, and plumbing work will be the responsibility of the general/prime contractor CONSTRUCTION BONDS REQUIRED: Upon award of contract, a Performance Bond and Material & Labor Payment Bond will be required from the General Contractor for 100% of the contract sum, payable to the Owner. PREVAILING WAGE LAW: This project is subject to the Illinois Prevailing Wage Act (820 ILCS 130). PREQUALIFICATION PROCEDURE - All interested bidders are required to complete an AIA document A305, Contractor's Qualification Statement, and submit it with all bidding documents at the time of bidding. Attendance at the meeting is limited to a maximum of two team members per bidding contractor due to social distancing requirements. All attendees will be required to wear a face mask and keep six feet social distancing at all times while on SD U-46 premises. BID GUARANTEE: Contractors shall guarantee their submitted Bid Proposal for a ninety (90) day period from the date of Bid Opening. Receipt of a Bid Bond of ten percent (10%) of the amount of the base bid(s), (including all alternates and allowances) or a Cashier's Check, made payable to School District U-46, is required prior to the time of the virtual bid opening. Contractor shall send the original Bid Bond or Cashier's Check to the Business Services Office (School District U-46 Business Services Office, 1474 Sheldon Drive in Elgin, Illinois 60120) via Certified mail, UPS, or FedEx to ensure confirmed delivery prior to the Bid Opening. If Contractor has an electronic certification process, then they will be able to upload the Bid Bond into the bidding portal. Bids will not be accepted without a Bid Bond / Cashier's Check at Bid Opening. All vendors who attend the mandatory pre-bid meeting will receive an invite to the public bid opening conducted by the Business Services Department. Upon completion of the pre-bid meeting, the person that was in attendance will receive the invite via email to a zoom meeting on the project's established bid opening date and time. At that time, the bid will be unsealed and all bid totals will be read aloud and will be able to be visually viewed on the screen. We will send out a public notice to all bidders with the copy of the tall sheet shortly thereafter. All demolition, architectural, mechanical, electrical, and plumbing work will be the responsibility of the general/prime contractor. 1 All costs for overtime, weekend work, or additional manpower shall be included in the Base Bid, as required to meet the project schedule/timeline as outlined herein. 2 All work shall be under General Contractor. All demolition, architectural, structural, food service, civil, mechanical, electrical, plumbing, and fire protection work is a part of the General Contractor's responsibility. 3 The Contractor shall field verify all existing electrical and mechanical piping and conduit runs and all other associated MEP & FP items, such as fire alarm, H.V.A.C. controls, security systems wiring, etc. not only within and adjacent to the project area, but also any electrical runs, controls, gas lines, sprinklers, etc. that feed other areas within the building. The field verification shall be conducted prior to the start of this project and coordinated with the schools' daily schedule, which may include, but is not limited to, evening and weekend hours. (See Article 6.9) 4 The "Time Schedule" for this work is very critical. When submitting a bid the General Contractor agrees he can meet the completion requirements. The bidder agrees he has adequate staff and financial resources to complete the project on time. He further agrees he has included any premium necessary to have workers on overtime, multiple working shifts, holidays, weekends or any other arrangement to adequately man the project to meet the schedule. The Contractor further agrees he will place a Project Superintendent from his staff full time on the project. In addition, the Project Superintendent must be on site any time any subcontractors are on site. Failure to maintain a full time Project Superintendent on the site from start to final acceptance will be reason for the Owner to deduct from the contract amount all costs of services if the Owner and/or Architect decide any other services are required to complete the project in an orderly and timely manner. 5 There are Liquidated Damages Provisions for the Substantial Completion of this project, due to the critical time schedule. (See Article 17) 6 The School District may elect to interview the Contractor after bids are received as part of the award process. 7 The Contractor is notified that Allowances are included in this project. See Specification 8 The General Contractor must include in his bid full-time on site supervision, as well as all overtime necessary for the Project Superintendent to be present onsite any time there is any work occurring on the project. 9 The Contractor agrees by submitting a bid that he has included adequate safety precautions and protection to insure safe conditions for the building occupants during the entire project. The Contractor shall cooperate with the Owner at all times and coordinate construction work to maintain the safety, health, and welfare of students, staff, workers and other contractors. The General Contractor alone is responsible for safety on this project. 10 The expectation is that each trade contractor shall order all necessary project materials upon submittal(s) approval. Trade contractor is responsible for any/all cost incurred including but not limited storge fees, delivery fees, various material handling costs, etc. Contractor to include these costs in base bid. Reference the schedule for milestones. 11 Contractor shall protect the work area from all garbage/debris and clean up site at the end of the shift so that area is clean and ready for staff/students in the morning. Contractor shall cooperate with the Owner at all times and coordinate construction work to maintain the safety, health, and welfare of students, staff, workers, and other contractors. 12 Contractor responsible to apply and obtain a building permit from the City of Elgin prior to start of construction. All City of Elgin Fees to be included in the base bid. 13 All Shop Drawings to be submitted four weeks after the bid opening by the Apparent Low Bidder: 14 There will be other summer construction projects occurring at the school. Superintendent responsible to coordinate all access and construction staging areas with all the other construction projects. 15 Final construction cleaning is the responsibility of the prime/general contractor. To be completed by Substantial Completion.
