Site work and paving for a civil project in Farrell, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The work will include milling of road surface, replacement of several inlet boxes & stormwater access castings, additional/replacement of needed curbing, place of a Scratch, Binder and Wearing Course. Work will also include Pike Street and Gale Street from Memorial Drive to Farrell Terrace and Patt Drive from Memorial Drive to Pershing Drive. A section of Patt Drive from Pershing Drive to Pershing Drive will be considered optional work, this location may be included if budget allows. Contractors shall be PennDOT prequalified to perform work under this contract. The contractor, in accordance with Executive Orders 11625 and 12138 must utilize the greatest extent feasible, minority and/or women-owned business concerns which are located within the municipality, county, or the general trade area. The Bidder must submit documentary evidence of minority and women-owned business enterprises who have been contacted and to whom commitments have been made. Attention is also called to the fact that the Contractor must ensure that employees, independent contractors, and applicants for employment are not discriminated against because of their race, color, religious creed, physical abilities, ancestry, national origin, age, or sex. Each bid must be submitted on the prescribed forms and accompanied by Certification by Bidder Regarding Equal Employment Opportunity, HUD Form 950. Failure to submit all the required documents will result in the bid being rejected as non-responsive. The estimated construction costs exceed $25,000.00. Therefore, the project is subject to the provisions of the Pennsylvania Prevailing Wage Act 442. All work under the Contractor must be completed by Friday, September 30, 2022. A certified check or corporate surety bid bond in the amount of ten (10%) percent of the total bid proposal, drawn in favor of City of Farrell shall accompany each bid. The City of Farrell reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest Bidder if, in their discretion, the interest of the City would be best served thereby. No bid or any part thereof shall be withdrawn by the Bidder for a period of sixty (60) days subsequent to opening of bids. Bids may be held by the City of Farrell for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of review and qualification investigation of Bidders prior to awarding the contract.
