Naval Facilities Engineering Systems Command Southwest (NAVFACSYSCOM SW) is conducting market research to gain knowledge of available sources capable of meeting the Government's need for repair and renovation of Heating, Ventilation, and Air Conditioning (HVAC) system projects throughout Marine Corps Air Station (MCAS), Yuma, AZ area of responsibility to include Camp Billy Machen in Niland, CA. The following information applicable to this synopsis is outlined below: 1. North American Industry Classification System (NAICS): The following NAICS Codes and Size Standards are applicable to this Sources Sought: 238220 $16.5 Million annual receipts* *Note: See annual receipts explanation on Page 4 for details. 2. Federal Supply Code: Z2PZ 3. Total Estimated Value: NTE $10 Million (approximately). 4. Historical Information: Historically, the Government has ordered these construction services from existing Job Order Contracts (JOC), or Multiple Award Construction Contracts (MACC) under NAICS 238220. 5. Performance Period: Sixty (60) months (one (1) 12-month base period, and four (4) 12-month option periods). 6. Anticipated Contract Type: The anticipated resultant contract(s) type will be Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract, task orders will be issued for project specific requirements under the basic JOC contract. 7. Work Requirements: The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, design (as applicable), incidental engineering, operators and other items necessary to provide repair and renovation of various HVAC system projects throughout MCAS Yuma, AZ and area of responsibility This is NOT a solicitation for quotations or proposals. This is a Sources Sought Notice only. Naval Facilities Engineering Systems Command Southwest (NAVFACSYSCOM SW) is conducting market research to gain knowledge of available sources capable of meeting the Government's need for repair and renovation of Heating, Ventilation, and Air Conditioning (HVAC) system projects throughout Marine Corps Air Station (MCAS), Yuma, AZ area of responsibility to include Camp Billy Machen in Niland, CA. The work for this contactor will include, but will not be limited to the demolition, installation, testing/balancing (TAB), complete diagnostics, repair or replacement, preventative maintenance, and emergency response on a variety of specialized cooling systems. The cooling systems can range from a nominal .5 ton to 350 tons of cooling capacity to include, but will not be limited to, both air-cooled chillers and water-cooled chillers, cooling towers, CRAC/CRAH systems for critical server rooms, refrigeration low/medium temperature systems, various sizes of air-handlers, fan coil units, energy management systems (EMS), Direct Digital Controls (DDC), highly complex makeup/exhaust systems, commercial package units, commercial split systems, humidification systems, commissioning/recommissioning of building HVAC systems, Variable Air Volume systems, and other secondary equipment associated with these systems. Secondary equipment examples are Variable Frequency Drives (VFD), pumps, controls, piping, motorized valves, sensors, motors and chemical treatment systems that make these cooling systems complete. The contractor shall also ensure and include with this contract the ability to obtain and mobilize portable chillers that can range between 40 to 300 tons of nominal cooling capacity within an 8 hour response time. Contractor must also ensure that all connections from electrical to various sized chilled piping, fittings, emergency callback service, and VFD pumps will be provided to ensure cooling is reestablished within this 8 hour time period. The work for this contactor will also include, but will not be limited to the demolition, installation, TAB, complete diagnostics, repair or replacement, preventative maintenance, and emergency response on a variety of specialized heating and boiler systems that can range from 1,000,000 BTUs to 5,000,000 BTUs of heating and hot water capacity. These mechanical boiler systems will include, but will not be limited to, natural gas/electric/propane fired boiler systems, fire-tube boilers, water-tube boilers, condensing boilers, electric boilers, domestic hot water boilers, heating hot water boilers, hot water storage tanks with/without coils, heat exchangers, EMS, DDC, and other secondary equipment associated with these systems. Secondary equipment examples are Variable Frequency Drives (VFD), pumps, controls, piping, motorized valves, sensors, motors and chemical treatment systems that make these cooling systems complete. A specialized Heating, Ventilation and Air Conditioning (HVAC) contract is needed for the repair, emergency service, preventative maintenance, emergency response, demolition, installation, and renovation on a wide range of HVAC commercial and industrial specialized cooling systems and specialized heating/boiler systems projects throughout MCAS Yuma, AZ area of responsibility to include Cannon Air Defense Complex, Martinez Lake and Barry Goldwater Range in Yuma County, AZ and Camp Billy Machen and Chocolate Mountain Range in Imperial County, CA. The contractor shall be aware that this contract will cover a large portion of the desert southwest region and will be subjected to extremely high temperatures, dust storms and dangerous thunderstorms that can begin in June and last until the end of October, with dust storms, daily temperature swings and rainstorms from the beginning of November until the end of May. The work for this contactor will include, but will not be limited to the demolition, installation, testing/balancing (TAB), complete diagnostics, repair or replacement, preventative maintenance, and emergency response on a variety of specialized cooling systems. The Contractor shall field verify all conditions and dimensions of facilities prior to start of work. The contractor shall ensure that all work shall be performed skillfully, accurately, correctly and shall conform to the most current respective specifications, as well as latest editions of the Unified Facilities Guide Specifications (UFGS), Unified Facility Criteria (UFC) that shall include mechanical, civil, and electrical engineering specifications, international plumbing, electrical and mechanical system codes, international building code, National Fire Protection Association (NFPA) Codes, and both the Occupational Safety and Health Association (OSHA) 30 hour and the most current U.S. Army Corps of Engineers Safety Manual EM 385-1-1 40 hour certification. The method of contractor selection has not been determined at this time.
