The Carroll County Office of Procurement, in cooperation with the Bureau of Utilities, is soliciting bids from pre-qualified contractors to provide the labor, material, equipment, and services necessary to construct the MD 851 - Springfield Avenue Water and Sewer Main Improvements project. The project site is located in Sykesville, Maryland and generally extends along MD 851 - Springfield Avenue from the intersection of Main Street / Spout Hill Road to Warfield Road. This project is being coordinated with the State Highway Administration's Contract No. CL4055277 to upgrade storm drains and sidewalks along this same portion of MD 851. Bidders must be pre-qualified by the Carroll County Department of Public Works prior to bid opening. For this project, the bidder must be pre-qualified for Category M. - Utilities; Numbers 1, 2, 3, and 4. Please see PREQUALIFICATION on page 4 under General Instructions for additional information. The PREQUALIFICATION DEADLINE IS MAY 11, 2022 The County is not obligated to award the contract to the apparent low bidder, and specifically, reserves the right to waive informalities, to reject any or all bids and to award the contract in its entirety, or in part, whichever in its opinion best serves the interest of the County. In addition, bids may be rejected if they show any omissions, alterations of form, additions or deductions not called for, conditions or uninvited alternate bids. The primary aspects of the County's project and scope of work includes the following o Furnish and install approximately 2,325 feet of replacement 8 inch diameter water main and associated valves and fire hydrants. o Furnish and install a replacement pressure reducing valve and vault. o Furnish and install approximately 800 feet of replacement 1-1/2 inch diameter water service piping for 31 water service connections. o Furnish and install approximately 1,370 feet of replacement 8 inch diameter sanitary sewer main and associated precast concrete manholes. o connections. o Cured-in-place pipe (CIPP) lining of approximately 260 feet of 8 inch diameter sanitary sewer main. o Maintenance of traffic and pavement patching. o Furnish and plant six trees. o Furnish, install, and maintain erosion and sediment control.
